HAWTHORNE, NJ - The Hawthorne Council has two important matters on the agenda for their meeting on Wednesday, January 22.
The town's governing body will swear-in the new councilperson (name to be announced) for the Ward 3 council seat. The interim appointment was necessitated following the passing of veteran Republican Councilman Garrett Sinning in November 2019.
TAPinto Hawthorne outlined the process of selecting the interim council member and the upcoming special election this November for the remainder of Sinning's term.
The council will also hold a public hearing and consider the adoption of an ordinance that would amend the municipal zoning code to create a Municipal Housing Liaison to administer Hawthorne's affordable housing program in accordance with the state's Fair Housing Act.
The ordinance says that the Municipal Housing Liaison would be appointed by the mayor, be a full-time or part-time employee of the borough, and have qualifications and training as may required by the Council on Affordable Housing and Department of Community Affairs.
The liaison would be responsible for a wide range of aspects of the borough's affordable housing program, including:
- primary point person for all affordable housing inquiries
- implementing the Affirmative Marketing Plan
- compiling and verifying annual reports
The state's Fair Housing Act, adopted by the state in 1985, was created following the monumental 'Mount Laurel' case heard by the State Supreme Court, which established a constitutional requirement for the state's municipalities to establish affordable housing, generally through land use and zoning powers.
