Madison Council Moves Ahead on Green Village Road Site

MADISON, NJ - The Borough Council took a major step regarding the development of the Green Village Road property at its Wednesday night meeting.

“It’s a big step, but it’s not the finish line,” Madison Mayor Robert Conley said. Signing the agreement to develop the property, once occupied by an elementary school, were Board of Education President Lisa Ellis, Mayor Conley and Jeff Persky of the KRE Group. “This is the start of a great relationship,” the mayor said to Persky and the KRE Group.

“This has been a labor of love,” Persky said, adding that Madison is “the most outstanding town in New Jersey. We’re happy to be here.”

Architect and Chatham resident Dean Marchetto is designing the site, which will hold 135 residential units, a restaurant and community space. Conley noted the proximity to the train station and the downtown. He praised administrators Ray Codey and Jim Brunet, the planner and legal team, including Susan Blickstein, Greg Castano and Jim Bruno.

The sale price of $12 million will go to the Board of Education. The board will give $1 million from the sale to help pay for the $3.5 million turf field complex at the MRC. Payments of $700,000 a year will go to the town. When fully developed, this will become the borough’s second highest ratable. Over $2 million will be paid to the borough and dedicated to affordable housing. In addition, the borough will receive a 3,000 -square-foot community space with frontage on Kings Road, which may be used for performances, art gallery, or an event. Another 14,000-square-foot fronting on Kings Road can be used by the borough for outdoor performances or activities. The redevelopment plan now goes to the Planning Board for review.

The council also had a long discussion about the electric rebate program. Finance Chairman Ben Wolkowitz said the $100 rebate would be available to senior citizens and the disabled. “There are more eligible people than those who apply,” he said. The income cap is $40,000 for a full-time resident.

Councilman Patrick Rowe asked about the time and energy to process the applications. “I don’t want the administrative costs to exceed the value of the program,” Wolkowitz said.  He added he had researched the matter carefully and, according to census data, 1,400 households are eligible.

Councilwoman Carmela Vitale said the Senior Advisory Committee is a good source for knowing other seniors who would be eligible and the Strategic Plan is focused on more communication with the residents.

Nino Coviello of the Madison Athletic Foundation gave a quarterly financial report and presented a check of $100,000 to the borough. He said $3,500 has been paid towards the field and $1 million has been pledged. The MAF will continue its fundraising, he said.

Conley recognized the Madison Boy Scout Troop 25 Eagle Scouts and read a proclamation in honor of the 108th birthday of Cora Jiggetts.

Auxiliary Police Officers Tyler Stehlgens and Andres Vargas were sworn in.
