CORAL SPRINGS, FL – Earlier this month, a state health investigator was preparing to issue a cease-and-desist order at a Coral Springs massage business where many unlicensed massage therapists have been known to work, a police report said.
But before going into Lucky Foot Massage in the 9700 block of Sample Road on Oct. 15, Kim Steiner-Out, a medical quality assurance investigator from Florida Department of Health, called Coral Springs police for help in monitoring the workers, so they didn’t run away, the report said.
She had the right instinct.
As soon as Steiner-Out entered, two workers ran out the back door with officers following them, the report said.
According to the report, one woman stopped, but a man, later identified as Changyou Liang, kept running.
Officers caught up to Liang and arrested him for obstruction of justice without violence, the report said.
Liang, 47, who lives in Coral Springs and was born in China, was taken to Broward County Jail, the report said.
It wasn’t clear in the report what happened regarding the status of the cease-and-desist order after Liang was arrested.
