WARREN, NJ - At the Warren Township Committee meeting Thursday night, all agreed to move forward with plans for a 25,000-square-foot annex to the municipal complex .
The annex is slated to be built on the location of two old trailers that are in need of replacement. It would have an exterior style similar to the Warren Township Library.
The addition would make the municipal complex compliant with disability laws, and modernize the police department facilities.
"We need new police facilities," Warren Mayor Gary DiNardo said. "The lower floor is not up to today's standards."
DiNardo said the first step is for Township Administrator Mark Krane ito investigate bonding rates and other financial preparations for the approximately $4.3 million project. Krane said the bonds to be sold would have a life in the range of 15 to 20 years.
Both DiNardo and former Mayor Victor Sordillo, said the bond payments for the municipal building redevelopment can be expected to be covered by taxable income from the redevelopment of the former Knitting Mill site on Dubois Road.
The township had previously adopted an exemption application and the financial agreement for tax exemption of 29 Dubois Road regarding the urban renewal redevelopment project for the former knitting mill.
The site was zoned for commercial use, but because it is being redeveloped, the township has the ability to utilize a PILOT (Payment in Lieu of Taxes) program.
The township will not pay regular taxes on the property, The township will retain approximately 95 percent of the payment and 5 percent will go to the county. There will be no tax annual service charge.
DiNardo said that the income from the 35-unit project could be applied to offset annual payments on the bond payments for the new municipal complex.
The tax impact of the new municipal construction would be approximately $50 to $65 per household for initial costs.
When asked by a resident if the project is a "done deal," Sordillo said, "close to it," in response.
