ROXBURY, NJ – The township is again selling seasonal passes for Horseshoe Lake Beach, reversing a prior decision to offer only daily passes, it was announced Tuesday.

The move came as a reaction to pushback from constituents, said Roxbury Mayor Bob DeFillippo at Tuesday’s virtual meeting of the township council. Earlier this month, the council voted to re-open the beach on June 27 but only to 280 people at a time and only through the sale of daily passes.

That didn’t sit well with people who buy seasonal passes, the mayor said.

 “In our effort to create an equitable pass system that was fair, we inadvertently put our long-time Roxbury residential seasonal pass holders at a disadvantage,” he conceded.

The current plan, which is subject to change, will still limit the beach to 280 people – as a way of allowing social distancing – but seasonal passes are now available.

One caveat: Those wishing to go to the popular Succasunna beach must pre-register to do so on the day before.

The council also agreed to reduce the cost of annual beach passes for Roxbury residents, dropping the family plan, formerly $95 per year, to $75 and the individual plan, formerly $40, to $30.

“I want to stress that, as we have done in the past, we reserve the right to modify this plan based on our experience once we open the beach,” DeFillippo said. “No one thinks these decisions are written in stone.”

Passes to the beach are available on the township's website or by calling the township Recreation Department at (973) 448-2015. The site and phone number can also be used to pre-register for a day at the beach.

No Fees for Busy Bees

In another COVID-19 related move, the council decided to waive the application and $5 application fee for garage sale permits this year.

The mayor said the township has received many requests for garage sale permits, presumably because residents have taken advantage of being stuck at home and tackled some long-delayed cleanups.

“While this will only have a small impact on township revenue, it provides an important benefit for everyone who spent the last four months cleaning out their garages and attics,” he said.
