On May 26, 2013 at approximately 5:53pm, the Franklin Borough Police Department was dispatched to a serious motor vehicle accident on State Highway Route 23 in the area of the business known as JRF Tire. The accident was at mile marker 31.5 on State Highway Route 23.
Preliminary investigation revealed that one of the operators, Mr. Charles Castiglioni, 54, of Lake Hopatcong, was traveling north on State Highway 23, apparently had fallen asleep, traveled into the south bound lane, and struck a vehicle traveling south on State Highway 23, head on, which was being operated by Conchita Fried, 62, of Hamburg.
Ms. Fried sustained serious injuries and was flown to Morristown Medical Center by Atlantic Air Three helicopter. Mr. Castiglioni was transported to Newton Medical Center by the Wallkill Valley First Aid Squad ambulance will less severe injuries.
Ms. Fried was reported to have succumbed to her injuries sustained during the accident and was reported deceased in the Morristown Medical Center on 5/26/2013.
The Sussex County Motor Vehicle Crash Team responded to conduct a reconstruction of the accident closing State Highway 23 for several hours in that area.
The Franklin Police Detective Bureau and the Sussex County Prosecutors Office also investigated on scene. As of now Mr. Castiglioni has been charged with reckless driving, failure to keep right, and careless driving.
The accident is still under investigation.
