CHATHAM, NJ - On July 26 at approximately 2:50 a.m., Patrolman Wayne Shivers was on patrol when he observed a gray Honda go through a red light on Watchung Avenue at Washington Avenue. The vehicle was traveling at a high rate of speed and he eventually stopped it on Main Street near South Passaic Avenue.
