CHATHAM, NJ - At approximately 2:13 a.m. on November 17th , 2019, Officer Matthew Belcastro arrested Jeffrey Silva, age 35 from Edgewater, New Jersey for allegedly driving while under the influence. Officer Belcastro observed the vehicle driven by Mr. Silva make an improper U-turn and initiated a motor vehicle stop. Upon speaking with and observing Mr. Silva, the officer had him perform a series of field balance tests. Once the tests were completed, Officer Belcastro informed Mr. Silva that he was being arrested for driving while under the influence. He was transported to the Madison Police Department for processing.

Mr. Silva was given the opportunity to take a breathalyzer tests, but refused. He was then transported to the Chatham Borough Police Headquarters to complete the processing. In addition to being charged with driving while under the influence, he was also issued summonses for refusing to provide a breath sample, driving while under the influence in a school zone, reckless driving, obstructing the passage of other vehicle, improper U-Turn and failing to signal a turn. Mr. Silva was released into the care of a friend pending a court appearance.

All persons charged with an offense are presumed innocent until proven guilty in a court of law.
