Newton Board of Education In the County of Sussex, New Jersey Tax-Exempt Energy Saving Improvement Lease Purchase Financing
Newton Board of Education, in the County of Sussex, New Jersey is seeking bid solicitations for the financing of energy conservation measures in connection with their approved energy savings plan, and, therefore, has determined to implement the plan pursuant to NJ.S.A. 18A:18A-4.6 et seq. and to finance the program through the issuance of energy savings obligations authorized as a lease purchase pursuant to N.J.S.A. 18A:18A-4.6(1)(c)(3) and 18A:24-61.1 et seq. The Tax-Exempt Lease Agreement is not to exceed the principal amount of approximately $2,450,000 and is not to exceed 15 years.
Sealed bids will be received prior to 1:00 p.m. EST on Wednesday, May 20, 2020 at the offices of Newton Board of Education, 57 Trinity Street, Newton, NJ 07860, Attention: Dr. Alfred Savio, School Business Administrator/Board Secretary. The Board of Education shall only accept bid proposals submitted prior to the due date/time in the following manner: tracked delivery service or certified mail return-receipt. All bids must be clearly marked/identified “Tax-Exempt Lease Purchase Bid” and must contain, inter alia, the name and address of the bidder, and the date and hour of bid opening. Incomplete bid proposals may result in the bid being rejected. No bid proposals may be hand delivered to the Board offices and all such bids will be rejected. In addition to providing a hard copy of the bid proposal, Bidders must also provide a digital copy of the entire bid proposal by flash drive (with documents in PDF format). The flash drive must be submitted with the hard copy of the bid proposal. Failure to provide a digital copy of the bid proposal may result in the rejection of the bid.
Please be advised that due to the ongoing State of Emergency, the Newton Board of Education offices are closed to the public and therefore in-person attendance at public bid openings is prohibited at this time. Accordingly, if the State of Emergency continues to exist and the Board offices are closed at the date/time of the bid opening (May 20, 2020) the public may participate in the bid opening process by way of video conference and the following procedures shall apply:
