NOTICE IS HEREBY GIVEN THAT the Newton Public Schools is accepting sealed proposals for A Solar Energy Power Purchase Agreement to Provide Solar Generated Electricity. 

Sealed bids will be received on or before June 18, 2020 at 1:00 PM (Bid Opening) local prevailing time, at which time and place Bids will be opened. 

Please be advised that due to the ongoing State of Emergency, the Newton Board of Education offices are closed to the public and therefore in-person attendance at public bid openings is prohibited at this time. Accordingly, if the State of Emergency continues to exist and the Board offices are closed at the date/time of the bid opening (June 18, 2020) the public may participate in the bid opening process by way of video conference and the following procedures shall apply

attendance for the bid opening will be permitted and the following procedures shall also apply

- All persons wishing to attend the public in-person bid opening must abide by the CDC and New Jersey Department of Health (NJDOH) guidelines concerning the COVID-19 pandemic. - Specifically, all attendees will only be permitted access to the Board offices if their mouth and nose are covered at all times with a mask or cloth covering, wearing gloves, and while inside the Building, must maintain a minimum of six feet separation from other attendees. 

Under both procedures outlined above, all bids will be publicly opened and read aloud. In the event video conferencing is utilized, the bid proposals will be displayed for the camera prior to, and during, the bid opening process. 

A final decision concerning the above attendance procedures will be made no later than 12:00 p.m. on Tuesday, June 16, 2020 and posted on the District website (http://www.newtonnj.org/) at that time. All Bids must be delivered in accordance with all guidance below to the following address prior to the Bid Opening:

The district will not accept any proposals (via mail or in person delivery) at the school district offices, no exceptions.

All interested bidders are encouraged to attend the pre-proposal conference and tour to be held on May 20, 2020 at 2:00 P.M. Vendors are requested to meet at the Newton High School parking lot at 44 Ryerson Ave, Newton, NJ 07860. All attendees must provide and wear their own gloves and protective face covering (or mask) at all times during the pre-proposal conference and site tour(s). Failure to comply with this mandatory Personal Protective Equipment (PPE) requirement will prohibit attendee participation in the pre-proposal conference and site tour(s). Additional guidance will be provided upon arrival in order to ensure compliance with all COVID-19 safety procedures. 

A digital copy of the RFP shall be available at: http://www.newtonnj.org/superintendent/plans-presentations-reports or a vendor may request a printed copy to be mailed by emailing a request to cassandralkling@gmail.com. The potential Bidder shall be required to pay a fee of $50.00 for printed copies. 

All interested contractors must use and complete all forms and must comply with requirements contained in the Request for Proposal. Proposals must be accompanied by a certified check, cashier's check or bid bond payable to the Newton Public School District in an amount equal to $20,000.00. 

No proposal may be withdrawn for a period of sixty (60) days after the date set for the opening thereof. The contract shall be awarded to the Proposer whose proposal is determined to be the most advantageous to the District, price and other factors considered. The Newton School District reserves the right to waive any and all immaterial guidelines and requirements herein and to reject all Proposals in accordance with the Public School Contracts Law, N.J.S.A 18A:18A-22. The contract will be awarded in accordance with the Competitive Contracting provisions of the Public School Contracts Law, N.J.S.A. 18A:18A-1 et seq. All interested Proposers are required to comply with the requirements of N.J.S.A. 10:2-1 et seq., "The Law Against Discrimination" and Affirmative Action, N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27-1 et seq. No vendor who is listed on the State Treasurer’s or the Federal Government’s List of Debarred, Suspended or Disqualified Vendors shall be eligible to submit a proposal.
