PARAMUS, N.J. — The vice president of Macy’s northeast development partner, Massachusetts-based Lisciotti Development, presented two conceptual plans to the Paramus Planning Board on March 5 to garner preliminary feedback on the development of either a fitness club, or a restaurant and gas station with a convenience store at the northern end of the Paramus Park Mall adjacent Macy’s, its fixture upscale department store.  

Ryan Leeming, who briefed the board on two conceptual plans Thursday night, said their privately held commercial real estate corporation is assisting Macy’s to “re-evaluate, reassess and potentially redevelop a lot of their real estate” — property of which they own at major malls around the country, including Paramus Park.

Leeming was in attendance with civil engineer Keith Cahill, who designed the concept plans after the areas that are currently least utilized for parking. Plan A entails the construction of a 90,000 square foot, two-story national health club. The proposed development would require a subdivision of the property and variances for parking given a “demand for a health club that size,” Leeming said.

The variance for club parking, he added, would affect the parking ratio of the existing mall from 4.5 to 4.07, resulting in a loss of 400 parking stalls.    

“Less disruptive and more manageable” is Plan B — a 56,070 square foot convenience store with a state-of-the-art fueling station inclusive of eight dispensers and underground storage tanks, and a 3,800 square foot restaurant. This concept will stay within the 4.5 parking ratio and require no variances, Leeming said. The tractor trailers for this development, he added, would have a separate route and carry a “minimal impact to the balance of the general public and parking.”

Plan B would require two separate subdivisions — one for each of the tenants; the smallest lot would be “at least a half an acre in size, Leeming said.

“Our preference would be option A, however there could be some key business points that we ultimately can’t deliver on, which would preclude us from working on that,” said Leeming to the board.

Planning Board Chairman Peter Caminiti Sr. asked Leeming to prepare a letter to the board attorney addressing the parking evaluation related to the subdivision of property for his review.
