BAYONNE, NJ - A 41-year-old Jersey City man whom Bayonne police referred to as “a familiar figure in the area” based on past complaints of allegedly harassing people and begging for money was arrested Friday and charged with Criminal Sexual Contact.

The charge arose from an incident that took place at approximately 5:45 p.m. Friday when Miguel Cruz approached a 62-year-old woman while she was walking northbound on Avenue C in the area of West 53rd Street  and “touched her inappropriately while making sexual comments to her.”

According to Lt. Eric Amato two male witnesses observed the incident from across the street and began to yell at Cruz, allowing the victim to flee into a nearby store. Cruz is said to have followed the victim into the store, leaving after a brief moment.
