At the July 21 Township Council Meeting, the Council will consider two key pieces of legislation relating to the new Municipal Complex, with the priority being to finish the building this year, and to provide a quality structure to house our Township offices, Library, Police Department, recreational facilities, and senior citizen facilities that our community will be proud of. 

The first item, which will be voted on Tuesday, is an amendment to the Redevelopment Agreement between the Township and Epic. This amendment sets new completion dates for Epic, includes stiffer penalties for unexcused delays, caps the amount of liquidated damages Epic can claim against the Township, and protects the Township from any costs relating to delays due to weather later in the year.

The negotiations leading up to this amendment allowed the Township and Epic to maintain a good relationship throughout the duration of the construction process, and to get over the finish line for this project as quickly as possible.  

The completion dates for the project are as follows (barring any unforeseen delays) 

  • Second Floor completion: August 31 
  • First Floor completion: September 17 
  • TCO (temporary Certificate of Occupancy) or CO (Certificate of Occupancy) for building (substantial completion): October 23 
  • Phase Two substantial completion: December 30 

The second item relating to the Municipal Complex that is on the agenda Tuesday is introduction of a bond ordinance authorizing the Township to access up to - but not more than - $3.5 million dollars to finish the project and cover cost overruns primarily due to unsuitable soils. This ordinance will NOT increase taxes for residents. 

Epic, the construction company building the complex, has encountered some delays, and it will take more time than anticipated to complete the new building. These delays include, but are not limited to: 

  • Heavy rain and mud, limiting the amount of work able to be completed at certain times.
  • The discovery of asbestos and hydrocarbons, which needed to be abated and removed upon discovery. 
  • Lowering of the building, addition of an underslab drainage system, longer construction period needed for the salt dome; and others.
  • Delays in shipments due to the COVID-19 global pandemic. 

Not only will the municipal building benefit those who are working there, but the construction of a new town library, salt dome, recreation center, senior citizen center, and approximately 30 new commuter parking spots will benefit the community as a whole. Our residents will finally be able to do their business with their local government, as well as recreate and attend senior and children’s programming, all in one space.
