BLOOMFIELD, NJ - The Bloomfield Planning Board approved a multi-story residential and parking structure on Farrand Street at Tuesdays Planning Board meeting. The six story structure will consist of two levels of parking and 176 residential units in four stories atop the parking. There are no office, restaurant, or retail components in the structure. 

 Lackawanna Station Urban Renewal, LLC. made the application to the planning board for the project in the  BCRD-1 Bloomfield Center Redevelopment Zone on premises known as Map 10, Block 225, Lots 1 & 9 better known as 2-6 & 26- 34 Farrand Street. The site i is currently a parking lot and is directly across the street from Essex Junction. 

The parking structure will be controlled by the Bloomfield Parking Authority. Based on the requirement of 1.4 parking spaces per residential unit, the structure requires 247 parking spaces to meet the needs of the residential portion of the project. 314 spaces are being included in the plan, laving 67 spaces available for non-residents.  At nearby Avalon apartments, the actual utilization is 1.18 spaces per unit. Avalon is fully occupied.

Parking for non-residents will be limited to Bloomfield parking permit holders between the hours of 8 a.m.and 6 p.m. A control system, most likely using some sort of radio frequency device will allow access. Radio frequency technology is what is used in EZ-Pass. The exact system in the final project has not been determined at this time.
