CHATHAM, NJ - The Scarlet Oak tree, which is the center of a battle between the Chatham Borough Shade Tree Commission and the borough council, has a hazard rating of 7. The report also has "no" marked where the form says "Remove Tree."
The lowest-risk rating is a 3 and a the highest risk rating is 12.
