Freeholders to Hold Special Meeting for Vote Regarding Roselle Complex Bonds

ELIZABETH, NJ — The Union County Board of Chosen Freeholders will hold a special meeting this Thursday to vote on a resolution regarding the issuances of bonds for the Roselle Mind and Body Complex.

The meeting will take place at 7 p.m. in the county Administration Building at 10 Elizabethtown Plaza on Aug. 10. The regular agenda-setting meeting will take place immediately following the special meeting.

The Mind and Body Complex is a construction project that will include a new school, 21-century digital library and a community center with a swimming pool, gymnasium, recording studio computer labs and more.

The Freeholders in 2016 approved the issuance of bonds from the Union County Improvement Authority not to exceed $59 million for the project. The new build will be constructed between Harrison and Chandler Avenues.

The resolution that is up for a vote on Aug. 10 will not change the intent, timeline or cost of the project, Union County Clerk of the Board James Pellettiere said. 

“This is just adopting language for the board to adopt consent for the project to move forward,” Pellettiere said Tuesday.

The slated resolution will not amend the 2016 ordinance either, Pellettiere added. Although it's "customary" to have included the slated resolution language into the original ordinance, it can be adopted separately by the county, he said.

"This resolution provides the standard language required by state statute that authorizes [the] county's consent to move forward with the lease revenue bonds, and the construction of the facilities and execution of the leases in connection to the project," Pellettiere said.

Under the terms of the “Open Public Meetings Act P.L. 1975, C. 231, please be advised that the Union County Board of Chosen Freeholders will be hosting a Special Meeting on Thursday, August 10, 2017 at 7:00 pm at the Union County Administration Building, 10 Elizabethtown Plaza, Elizabeth, New Jersey.  The Agenda Setting Session, previously scheduled for Thursday, August 10, 2017, at 7:00 pm, will be held at 7:30 pm or immediately following the Special Meeting.

Official action will be taken relative to the following resolution:

1.      CONSENTING TO THE ISSUANCE OF COUNTY GUARANTEED LEASE REVENUE BONDS, SERIES 2017 (BOROUGH OF ROSELLE COMMUNITY CENTER AND LIBRARY PROJECT) AND COUNTY GUARANTEED LEASE REVENUE BONDS, SERIES 2017 (ROSELLE BOARD OF EDUCATION EARLY CHILDHOOD LEARNING CENTER PROJECT) BY THE UNION COUNTY IMPROVEMENT AUTHORITY AND THE CONSTRUCTION OF FACILITIES AND EXECUTION OF LEASES IN CONNECTION THEREWITH IN ACCORDANCE WITH N.J.S.A. 40:37A-56
