The two memorial scholarships were named in honor of Elizabeth Police Officer Walter T. Bohorquez, and Port Authority Police Officer Elise C. Bastardo.

Officer Bohorquez passed away on Oct. 19, 2015 after battling pancreatic cancer. Officer Bohorquez was an Army veteran, and served with the Elizabeth Police Department for 28 years. He was a member of the Elizabeth Honor Guard and the Hispanic Law Enforcement Association.

Officer Bastardo passed away on Feb. 12, 2016, as a result of injuries sustained in a car accident. She would have turned 25 years old this month. She graduated from Rutgers University cum laude in 2013 with a Bachelor of Arts in psychology and Criminal Justice and a minor in criminology. While in the 113th Port Authority Police Academy Class, she was selected to be a platoon leader and was assigned to the Newark Airport Command.

These scholarships will be awarded based on the criteria set forth and will be under the HLEAUC Shields of Dreams Foundation. This foundation was established last year, in memory of the late Elizabeth Police Detective Edward M. Shields (3/16/54 - 4/14/11). The mission of the Shields of Dreams Foundation is to provide scholarship and mentorship programs to those in the community who wish to pursue a career in law enforcement and/or public safety.
