Dear Editor,   When Hurricane Irene hit in 2011, my basement flooded, damaging my furnace, hot water heater, and washer and dryer beyond repair. Not being in a flood zone, I did not have flood insurance and FEMA would only give me a few hundred dollars to cover thousands of dollars in damage.
