There are two questions on this year’s ballot. One is statewide. The other is township-wide.

State question: Constitutional amendment to give certain Veterans’ benefits to residents of continuing care retirement communities

Do you approve amending the Constitution to allow eligible veterans to receive the value of the veterans’ property tax deduction if they reside in a continuing care retirement community? The deduction shall be provided to a continuing care retirement community, which shall pass the value of the deduction on to the eligible veterans who live there.

Interpretive Statement: This amendment would allow eligible veterans who live in continuing care retirement communities to receive the value of the $250 property tax deduction currently granted to veterans who reside in a private residence. This amendment would give the veterans’ property tax deduction to continuing care retirement communities on behalf of eligible veterans.

The total amount of the deduction given to a continuing care retirement community would be based on the number of eligible veterans who live there. The community would be required to pass the value of the deduction on to each eligible veteran.

Deductions would not be paid to continuing care retirement communities that are property tax-exempt. An eligible veteran who receives the value of a deduction through continuing care retirement community cannot receive a veterans’ property tax deduction on any other home he or she owns or in which a spouse lives.

Eligible veterans must be New Jersey residents. They must have served in the military in time of war, or other emergency. They must be honorably discharged.

Local question: Shall the Township of Denville be authorized to establish a Length of Service Award Program (LOSAP) for active volunteer members that serve the Denville Township Volunteer Fire Department and First Aid Squad, which shall provide for annual contributions to a deferred income account for each active volunteer member who meets the annual eligibility criteria in accordance with the Point Schedule adopted by the Township of Denville.

Explanatory Statement: The Township of Denville desires to sponsor a Length of Service Awards Program (LOSAP), as authorized by N.J.S.A. 40A:14-183 et seq., for active members of the Denville Township Volunteer Fire Department and First Aid Squad. The purpose of the program is to provide incentives and appreciation for existing volunteer firefighters and first aid squad members. The LOSAP would consist of an annual contribution to a deferred compensation program for all qualifying members. Members of the Denville Township Volunteer Fire Department and First Aid Squad would earn points for organization-related activities and would qualify for the maximum annual contribution upon earning sixty (60) points per year. Details of the LOSAP, including the Point Schedule, are available for public view in the office of the Denville Township Clerk and are posted in the Denville Township Municipal Building. The proposed maximum annual contribution for each qualifying active member of the Denville Township Volunteer Fire Department and First Aid Squad would be $1,150, subject to annual inflationary adjustments as provided by State law. The proposed estimated total amounts to be budgeted by the Township of Denville for the program would be $58,500 for calendar year 2020, $59,670 for calendar year 2021, and $60,863 for calendar year 2022. The proposed costs are significantly less than the cost of funding a fulltime fire and first aid squad.
