Woman Charged with Neglect of 93-Year-Old

RARITAN TWP., NJ – A home health aide has been arrested and charged with neglect of elderly or disabled persons by Patrol Officer Scott Phibbs.

Police said Phibbs was patrolling the Flemington Marketplace parking lot around 3:30 p.m. Aug. 21 when he was flagged down by woman who said she found a woman sitting in the front passenger seat of a vehicle parked in the parking lot.

The vehicle was hot, there were no keys inside of it and the driver could not immediately be located, according to police. They contacted Flemington-Raritan First Aid and Rescue Squad to evaluate the woman, who is  93 years old, because they said she had symptoms of dehydration. The squad took her to Hunterdon Medical Center.

The driver of the car was identified as Shoghik Karapetyan, 59, of Brooklyn and the victim was in her care, according to police.

Karapetyan was processed at police headquarters and released with a pending court date.
