NEW BRUNSWICK, NJ - A development company has pulled its plans to build a 67-unit luxury apartment complex on a vacant lot on Neilson Street that would have covered the property and exceed city height limitations.

The Community Builders, a Boston-based company doing building as Stirlingside Urban Renewal LLC, was seeking several variances for the project proposed on Neilson Street between Hassart Street and Tabernacle Way.

However, at the beginning of the zoning board meeting Monday, New Brunswick Planning Director Glenn Paterson announced the Stirlingside application had been withdrawn.

The application was on the board agenda for Monday.

Patterson did not say if the developer gave any reason for dropping the project.

However, there had been indications that the size of the project would draw opposition from residents. Patterson said Stirlingside could file a revised plan.

“They still own the property,” he said when asked after the meeting whether the company was expected to pursue the development.

This was the second consecutive month the project was removed from the agenda. The developer requested their application be pulled last month because two of the seven board members could not attend the meeting.

It was also anticipated that residents from the Neilson Street community would attend the meeting to oppose the plan.

Stirlingside proposed a six-story building, two stories more than permitted by city zoning ordinance.

The company had been seeking a variance to allow the additional stories, and seeking variances from minimum lot size requirements, as well as from requirements that the building not cover more than 40 percent of the property.

The project included 47 off-street parking space on the ground floor, but that was far less than the required 133 spaces. Additionally, 23 of those 47 parking spaces would be reserved for the Lord Stirling Senior Residences on Hassart Street, which is directly across the street from the proposed construction site.

The Lord Stirling building is owned by an affiliate of The Community Builders, according to the application.
The developer said additional parking for the proposed building would be available at the New Brunswick apartments, which is also owned by an affiliate of the Community Builders.

Also, the developer said parking would be available at the Hope Manor apartments, which are 600 feet away, according to the proposal.

Henry Bignell, a Woodbridge planning consultant who reviewed the application for the city zoning board, had questioned that off-site parking.

“How will the satellite parking realistically work,” Bignell asked in his written review of the project.
