HASBROUCK HEIGHTS, NJ - The absence of Councilmen Justin DiPisa and Russell Lipari caused Mayor Jack DeLorenzo to cast a vote to break the tie on the vote on the consent agenda at Tuesday’s evenings Borough of Hasbrouck Heights Council meeting.

Resolution 24, which was offered as part of the consent agenda, came out with a 2-2 vote, as both Democratic Councilmen, Christopher Hillmann and Stephen Reyngoudt voted yes on the consent agenda, with the caveat of no on Resolution 24.  Both Councilman Ron Kistner and Coincilwoman Josephine Ciocia voted to approve.

With the vote tied at two, Mayor DeLorenzo asked the Borough Attorney Emeritus, Ralph Chandless and Borough Attorney Richard Malagiere, if he should vote to break the tie.  He was told that would be the procedure. DeLorenzo then voted "yes" to carry the measure.

Resolution 24 pertained to the authorization of Professional Contracts to render the services they had been appointed to, for the following:

  1. Ralph W. Chandless, Jr. Esq, as Borough Attorney Emeritus

  2. Chandless, Well & Kramer, as General Counsel for the Borough

  3. Richard Malagiere as Borough Attorney

  4. Neglia Engineering Associates as Borough Engineer

  5. Ernest F. Del Guercio Jr as Real Estate Appraiser and Consultant to the Tax Settlement Committee

  6. Steven L. Rogut, Esq, as Special Bond Attorney

  7. Cameron Arabi, as IT Specialist

  8. Paul Elias, Esq., as Special Tax Appeal Attorney

  9. Brian Gilblin, Esq. as Labor Atttorney.

The Chief Financial Officer of the Borough (Michael Kronyak, Borough Administrator), has determined and certified in writing that consideration paid each of the these contracts may nor exceed $17,500 during the year.

“I voted 'no' because I was not consulted concerning the hiring of a new borough attorney,” stated Councilman Reyngoudt.  “I believe in government transparency and the borough attorney is a vital job to our community and the entire Council should be made aware of any potential new hires.”
