WOOD-RIDGE, NJ - The Wood-Ridge Land Use Board Wednesday evening approved a resolution for Wood-Ridge Development LLC for the final sub-division and amended site plan for the Wesmont Station.  The resolution was crafted after a two-hour hearing on July 2, which laid out the stipulations for the approval of the variances.

The applicant proposed construction of 38 traditional townhouse dwelling units and 152 stacked townhouse dwelling units, including a public square, concrete walkways, curbing, traffic striping and landscaping.

The 38 units will be a combination of four six-unit buildings (24 units), two five-units buildings (10) and a four unit building.  Each unit will be 24 wide and 38 feet deep. Each unit will rear-loaded driveways with a two-car garage per unit. The developer noted that the design of the facades created the need for a “de minimus” design waiver of 10 inches in the separation between building, (specifically 39.17 feet where 40 feet is required.)

The plans call for over 501 parking spaces proposed for the development, which includes spaces in the garages, driveway as well as guest parking spaces.

The applicant is requesting certain “de minimus” RSIS (Residental Site Improvement Standards) exceptions.  The RSIS right of way width requirement is 50 feet and the right of way proposed for Roosevelt Ave is 22 feet.  RSIS requires six-foot-wide sidewalks and applicant requested four foot wide width, as well as to allow sidewalk on only side of Eleanor Drive, rather than both sides of the street. 

Another exception requested is for the town homes that have motor courts. The required radius into the motor court is 25 feet, and the applicant is providing 10 feet.  The application is also proposing to make Eleanor Drive a two-way roadway rather than a one-way street.

The applicant also confirmed that they will work with the Borough Administrator, Planner and Engineer to preserve as many trees as possible and to determine what other enhancements can be made to the landscaping and buffers on the south and wet sides of the development along the ridge line. 

The height of the white vinyl fence to be installed behind the top of the retaining wall, along the west side of Burma Road will be six feet, and the applicant will plant 8-foot Leyland Cypress trees six feet on center along the ridge line.  It also agreed to remove proposed parking spaces on Highland Avenue in the development. 

The applicant also was granted variances for to building heights in certain sections of the development, to 47 feet from 45 feet, due to the topography of the site. 

The Land Use Board attached additional conditions to the approval, including

  • Applicant will submit a parking exhibit illustrating all the parking space for each unit.

  • Applicant shall work with town to preserve as many trees as possible, and to determine other enhancements.

  • The Applicant will eliminate the proposed parking spaces on Highland Avenue.

  • Applicant will install a sprinkler system to ensure that all trees and landscaping buffers are watered adequately, it will be the obligation of the Homeowners Association to maintain all plantings depicted and plans submitted.

  • Applicant and its contractors, sub-contractors and employees shall only be permitted to perform any work on the property during the following hours

    • Monday to Friday - 7 am to 7 pm

    • Saturday 8 am to 4 pm

    • Sunday and all holiday - No work permitted.

  • The lot referred to as the Public Square shall be improved and deeded to the Borough upon commencement of construction of the townhomes.

  • All representations made by the applicant or its agents shall be deemed conditions of this approval any misrepesentations by the Application contrary to the representations made before the Board shall be deemed a violation of this approval. 

  • All terms and conditions imposed by the resolution shall bind and apply to any subsequent owner of the property as well as the applicant.
