Notice is hereby given that the Borough of Prospect Park is soliciting sealed bids for Solid Waste and Recycling Collection, Transportation and Disposal Services.

Bids will be received by the Borough Administrator of the Borough of Prospect Park (in a manner described below) at the Municipal Building located at 106 Brown Avenue, Prospect Park, New Jersey 07508 until 2:00 p.m. prevailing time on Wednesday, August 19, 2020, and will be publicly opened and read aloud immediately thereafter at the Office of the Borough Administrator.

Specifications and bid proposal forms may be examined at the Office of the Borough Administrator of the Borough of Prospect Park at the above stated address between the hours of 9:00 a.m. and 3:00 p.m. on official business days. Copies of the specifications and bid proposal forms may also be obtained at the Office of the Borough Administrator of the Borough of Prospect Park upon the payment of a deposit of $75.00. The deposit is non-refundable unless an Award of Contract is not made in which case the deposit will be refunded if the specifications and bid forms are returned in good condition.

Bids must be made on the proposal forms in the manner designated, enclosed in a sealed envelope bearing on the outside the name and address of the bidder and “Solid Waste and Recycling Collection and Transportation Services.” Bids must be accompanied by a certified check, cashiers’ check or bid bond drawn to the order of the Borough of Prospect Park, New Jersey for not less than ten percent (10%) of the amount of the bid, but in no case in excess of twenty thousand dollars ($20,000). Also, at the time of submission of the bid, Bidders must present a copy of their New Jersey Business Registration Certificate. The standard proposal forms and non-collusion affidavit are attached to the specifications available from the Borough Administrator.

The Bidder’s attention is directed to P.L. 1977, Chapter 33, which relates to the requirement for a bidder to submit a list of names and addresses of certain stockholders. Bidders are required to comply with N.J.S.A. 10:5-31 et seq. (P.L. 1975, c. 127), N.J.A.C. 17:27 setting forth Affirmative Action requirements, Americans with Disabilities Act of 1990, (42 U.S.C. S121 01 et seq.), New Jersey Election Law Enforcement Commission Laws pursuant to N.J.S.A. 19:44A- 20-13 (P.L. 2005, c. 271, s.3) and all other statutory requirements as set forth in Bid Specifications.

All bids must be received by the Borough Administrator of the Borough of Prospect Park no later than the bid opening date and time stated above. Bids may be mailed or delivered in person to the Borough Administrator between the hours of 9:00 a.m. and 3:00 p.m. on official business days. No bid will be considered, regardless of the postmark, unless it is in the hands of the Borough Administrator prior to the time set for the opening of the bids. The Borough of Prospect Park assumes no responsibility for bids mismailed or misdirected.
No bid may be withdrawn for a period of sixty (60) days after the date set for the opening thereof.

The right is reserved to reject any or all bids or to waive any informality in the bidding if it is in the best interest of the Borough of Prospect Park to do so.

Bidding shall be in conformance with the applicable requirements the “Local Public Contracts Law”, N.J.S.A. 40A:11-1, et seq.
