NORTH 15TH STREET IMPROVEMENTS PROJECT
NOTICE OF ADDENDA/CLARIFICATION NO. 1
PLEASE TAKE NOTICE that due to the current State of Emergency, the Borough of Prospect Park Municipal Building is closed to the general public. Mail delivery during this State of Emergency is inconsistent; therefore, all bidders are encouraged to send their responses through the US Postal Service or other recognized delivery service that provides certification of delivery to the sender. Bidders may also deliver Bids for the North 15th Street Improvements Project to the drop-box located at the front of the building located on 106 Brown Avenue, Prospect Park New Jersey up until May 5, 2020 at 1:00 P.M. Bidders are reminded that proposals shall be enclosed in a sealed opaque envelope and the outside of the envelope shall bear the name, address and email address of the bidder as well as the indication, “NORTH 15th STREET IMPROVEMENTS PROJECT BID”. The Borough shall not be responsible for bids mismailed, misdelivered, or misdirected.
In accordance with the Governor Philip Murphy Executive Orders regarding COVID-19 and social distancing requirements, the Borough of Prospect Park requests that bidders and respondents for the Borough North 15th Street Improvements Project contract consider not attending the upcoming bid opening of May 5, 2020, “in person” at the Borough Hall located at 106 Brown Avenue, NJ. Bidders may “virtually” attend the live bid opening via electronic means via Zoom meeting. The Bid Opening details will be published on the Borough's website, https://www.prospectpark.net/pp/ no later than Friday, May 1, 2020.
If bidders, respondents or members of the public choose to attend, the number of attendees shall be limited in a total number of ten (10) including the Borough Administrator and Borough Engineer in accordance with existing Executive Orders and CDC guidelines. Attendance at the bid opening shall be on a first come first serve basis. Due to the possible limitation of the number of attendees and unless space and the number of attendees allow otherwise, only one representative per bidder shall be allowed to physically attend the bid opening. Attendees will be required to stand in the designated areas and must follow all CDC guidelines including, but not limited to: face protection, hand protection and maintaining social distancing between others. In addition, the Borough reserves the right that if any bidder, respondent or member of the public shows any signs of illness, they will not be permitted access to the building.
All bidders and contractors must use proper safety protocols established by the CDC with regards to handling bid packages to be received by the Borough (proper hand washing, using care when handling packages by wiping down with disinfectant wipes, and not touching employees of the Borough of Prospect Park).
The Bid Opening will commence, “virtually” and “in-person” on May 5, 2020 at 1:00 P.M. wherein the bids will be open and read aloud by the Borough Administrator.
If contractors wish to see a particular bid, they will notify the Borough Administrator who will scan the bid to them via email with a copy to the Engineer and Borough Attorney. There will be no viewing of bids by anyone other than the Borough Administrator during the bid opening. Neither the Borough, nor the Engineer will assume any responsibility for Bids mailed or misdirected in delivery.
