Palmer Avenue Roadway & Drainage Improvements
Over the past two years the Township has worked in conjunction with the County of Monmouth on improvements to Palmer Avenue in an effort to reduce the frequency of flooding incidences that have closed sections of the roadway, preventing access to homes in the area.
Last year the Township entered in to a shared service agreement with the County for these improvement projects, which will be conducted approximately 1,200 feet north of the Palmer Avenue intersection with State Route 35, between the Target store driveway and the southerly most driveway entrance to the Cherry Tree Village townhouse community in Middletown Township.
Part of the improvement plan entails elevating the centerline of the roadway (above the flood water surface) so that the roadway will be less frequently inundated by flood waters, and impacted for shorter durations.
Additionally, new curb will be installed along the edge of the paved roadway and new sidewalk will be installed on the west side of Palmer Avenue. The existing drainage culvert pipe will be replaced and extended to accommodate the proposed sidewalk.
The plans for these improvements are complete and the necessary permits have been issued by the New Jersey Department of Environmental Protection (NJDEP).
There have been unanticipated delays in the process, with respect to the necessary property acquisition, and we are working with the County with respect to the remaining properties.
Based on the current schedule, the project is anticipated to be bid in early January so that construction can begin in spring 2019.
