LIVINGSTON, NJ — In light of the current conditions surrounding the COVID-19 pandemic—including the guidance and recommendations of federal, state, county and local health officials—Livingston Township Manager Barry Lewis has announced that all township offices and facilities will remain closed to the public until Monday, May 4, subject to further extension as circumstances dictate.

Detailed below are essential services that the Township of Livingston continues to provide to the community, according to the township manager in consultation with the mayor, council and Livingston Health Department officials:

  • All Livingston Township Departments will remain staffed to ensure the continued delivery of essential services. Staff will remain available through phone and Email, although there may be delay in response due to staffing and schedule modifications.
     
  • The Livingston Health Department will be fully staffed and closely monitoring any local cases or situations as well as keeping informed and notifying the community about the most current information, restrictions, guidelines and recommendations from federal, state, county and international officials and agencies.
     
  • The services of the Livingston Police Department and Livingston Fire Department as well as all Emergency Medical Services (EMS) will continue uninterrupted and 9-1-1 emergency lines will be available and answered at all times.
     
  • The township’s water and sewer utilities will remain staffed to ensure continued delivery of services and response to any emergency situations.
     
  • All garbage and recycling services are provided to Livingston residents through contracts with private companies. CLICK HERE to read about the most recent changes made to these services.

Residents are also encouraged to utilize the Livingston Township website to conduct business with the township, as many services, forms, applications and payments can be obtained or made online.

  • Livingston Health Department Offices are available through phone and Email during normal business hours, Monday-Friday 8:30 a.m. to 4:30 p.m. All in-person meetings, consultations and off-site inspections are suspended until at least May 4.
     
  • Livingston's Building Department/Zoning/Code Enforcement Office are available through phone and Email during normal business hours, Monday-Friday 8:30 a.m. to 4:30 p.m. and will be accepting permits and applications via U.S. Mail Service. Although inspections will be conducted as scheduled, residents will be asked if anyone present is infected or exhibiting symptoms of COVID-19. The department reserves the right to postpone inspections as circumstances dictate.
     
  • The Livingston Clerk’s Office are available through phone and Email during normal business hours, Monday-Friday 8:30 a.m. to 4:30 p.m. Residents are encouraged to utilize the clerk’s webpage (linked above) for information, services, applications and forms.
     
  • Livingston Township Engineering Offices are available through phone and Email during normal business hours, Monday-Friday 8:30 a.m. to 4:30 p.m. Permits and applications, forms are available on the department webpage (linked above) and will be accepted via Email and the United State Postal Service (USPS). No on-site inspections or consultations will be conducted until at least May 4.
     
  • Livingston Finance Offices are available through phone and Email during normal business hours, Monday-Friday 8:30 a.m. to 4:30 p.m. The township will continue to process purchase orders and invoices via U.S. Mail and Email and issue payments via U.S. Mail.
     
  • The Livingston Public Library is closed until May 4 at 8:30 a.m., subject to further extension as circumstances dictate.
     
  • The Livingston Township Manager’s Office is available phone and Email during normal business hours, Monday-Friday 8:30 a.m. to 4:30 p.m.
     
  • Livingston Municipal Court is closed until Monday, May 4, by Order of the Chief Justice of the New Jersey Supreme Court. All matters previously scheduled for court sessions prior to May 4 are automatically adjourned, and notices will be sent with rescheduled dates and times. Payable violations can be paid online on the NJMCdirect website or via U.S. Mail. Emergency matters potentially requiring the filing of a complaint with the municipal court should be addressed by calling 9-1-1.
     
  • Livingston Planning Board Offices are available through phone and Email during normal business hours, Monday-Friday from 8:30 a.m. to 4:30 p.m. Permit applications and forms are available on the department webpage and will be accepted via Email or USPS. Applicants are encouraged to utilize the Planning Department webpage for information, services, applications and forms. Planning and Zoning Board Applications can be submitted via U.S. Mail.
     
  • The Livingston Police Records Office is closed to the public but is available through phone and Email during normal business hours, Monday-Friday from 8:30 a.m. to 4:30 p.m. Records requests will be accepted via phone call. Fees for copies are being waived during this period to allow for requests to be fulfilled via Email.
     
  • Department of Public Works (DPW) Administrative Offices are available through phone and Email during normal business hours, Monday-Friday from 8:30 a.m. to 4:30 p.m. Water meter purchase and other services provided at the counter at Livingston Town Hall should be addressed via phone call. DPW road, building, grounds, parks, trees and other maintenance services will continue.
     
  • Senior, Youth and Leisure Services Offices are closed to the public but will be available through phone and Email during normal business hours, Monday-Friday from 8:30 a.m. to 4:30 p.m. All events, programs and activities are canceled until at least May 4. Online program information and registrations through Community Pass will remain available.
     
  • Livingston Tax Assessor Offices are available through phone and Email during normal business hours, Monday-Friday from 8:30 a.m. to 4:30 p.m. In-person meetings or consultations are canceled until after May 4. At present, no changes to tax appeal deadlines have been announced by the state.
     
  • Livingston's Tax, Water and Sewer Collector Offices are available through phone and Email during normal business hours, Monday-Friday from 8:30 a.m. to 4:30 p.m. Tax, Water and Sewer account information, including account balances and history, is available online through the Tax/Utility System Lookup. Tax, Water and Sewer payments can continue to be made via U.S. Mail, in the Tax Collector drop box outside Livingston Town Hall or online by clicking this link: Tax Collector – Pay Online.
     
  • Livingston's Water and Sewer Offices are available through phone and Email during normal business hours, Monday-Friday from 8:30 a.m. to 4:30 p.m. for service inquiries or problems, including leaks, sewer back-ups and connections. After-hour emergencies should be reported to the Livingston Police Department at (973) 992-3000, or via 9-1-1 in the case of a life/safety emergency.

Public Meetings:

  • Livingston Township Council meetings are currently being held weekly online via Zoom and streamed live on the township’s Facebook page. Public input, questions and comments relating to the Council meetings should be sent to livcomments@livingstonnj.org.
     
  • All April meetings of the Livingston Planning Board or Livingston Zoning Board of Adjustment will be held online via live stream. A board of adjustment hearing is currently scheduled for April 28.
     
  • Any and all committee or commission meetings scheduled prior to May 4, 2020 have been canceled.
