MAHOPAC, N.Y. - School Superintendent Anthony DiCarlo laid out a four-year strategic plan that he says will help rebrand Mahopac schools and establish goals and strategies for the district.

“One of the things that I spoke with the Board of Education when I started last year is we need to make sure we have a presence and we need to rebrand the Mahopac Central School District,” he said during the school board’s March 28 meeting. “We have begun to do that with our presence on social media and the upgrade of our websites. We have almost 15,000 hits happening now on social media that weren’t there before because we weren’t out there talking about some of the great things happening in the district every day.”

DiCarlo said the district needs a plan of action for everything it does.

“This is an overview of our strategic plan,” he said during a PowerPoint presentation. “This is where the accountability factor comes in. These goals are the primary basis for evaluation of the superintendent by the school board. The board presents this document as the primary statement of priorities that will determine the initiatives, policies and budget allocations for the 2018-22 school years.

“The board has a responsibility to make sure district goals reflect the values of the community and establish the necessary policies to achieve those goals,” he added. “We need to measure ourselves each year.”

By the year 2022, the plan calls for the school district to have:

Demonstrated evidence of overall improvements in students’ learning and achievements across a broad spectrum of measurements including state assessments and district benchmarks.

• A staff that will consistently lead students at all levels and learning styles to learn at or above grade-level standards.

• Created an effective engagement and outreach system with parents, students and the community.

• Developed a multiple-year plan that will manage fiscal, technological and capital resources efficiently in support of the mission and vision.

“How do we know how we are doing?” DiCarlo asked. “We have to establish benchmarks where we are evaluating students over the course of the year. As a parent, you’ll see the progress each year and that we are meeting these milestones.”

The strategic plan was broken into four categories: student learning objectives, high-quality staff, community engagement/outreach and resource management:

Student learning objectives

Objective 1: Create a cohesive districtwide K-12 approach to teaching and learning

Objective 2: Increase primary grade fluency in reading and math

Objective 3: Establish a districtwide approach to RTI (Response to Intervention) services

Objective 4: Provide more access to rigorous coursework (increase the percentage of MHS students successfully completing at least one college-level course.)

“We need to be consistent across each building,” DiCarlo said of the learning objectives. “What I mean by that is whether they are a kindergartener in Fulmar, Austin or Lakeview, all experiences should be the same. We do that by aligning our curriculum, our instructional strategy, our assessments and that they are fair and aligned with state assessment.”

High-quality staff

Objective 1: Supervision and feedback: Faculty will receive meaningful feedback and evaluation on performance annually.

Objective 2: Recruiting and hiring: District will actively recruit candidates from all backgrounds for open positions.

Objective 3: Learning and celebration: District will celebrate staff accomplishments at Board of Education meetings and through social meeting platforms.

Community engagement/outreach

Objective 1: Communication with parents: District will actively communicate with parents about the progress of their children and opportunities available to them.

Objective 2: Partnership with the community and local government: District will increase the quality and quantity of partnerships and collaborations with community organizations to increase opportunity for students.

Objective 3: Positive public relations: The district will maintain a positive public profile through proactive publicity and social media.

Resource management

Objective 1: Budget: The district’s budget and resource allocation will support the attainment of the strategic objectives and long-term fiscal accountabilities.

Objective 2: Facilities and grounds: The district will provide safe, secure learning environments that maximize opportunities for 21st century learning.

Objective 3: Technology: The infrastructure will support teaching and learning, providing students with the opportunities at all levels to access technologies to further their readiness for the global community, career and college.
