RED BANK, NJ: Residents came out to hear the 3-hour proposal from PRC Group to build a nine-story structure on top of the Pazzo MMX restaurant, that includes 150 apartments.  Included in the proposal is the expansion of the existing parking garage and the building of a new 5 level parking garage with 4 levels for apartments. 

That's a big mouthful in anybody's bite.

PRC is the owner of the owner of the Red Bank Corporate Plaza and the Grandville Towers on Morford Place.

The variance issues before the Red Bank Zoning Board of Adjustment include:

  • Height allowance of 40 feet, 125 feet proposed
  • 800 parking spaces required, 556 proposed
  • Density where 16 apartments per acre allowed, 57 per acre proposed
  • Floor area ratio allowed is 2.1, 4.1 proposed
  • 50% is allowed for lot coverage, 62.4% proposed
  • 15% of open space required, 9% proposed

Jeromie Lange of the engineering firm Maser Consulting, and William Feinberg of the architectural firm Feinberg & Associates provided the bulk of the testimony offering an overview of the project. They related that of the 150 apartments, 23 will be designated Affordable Housing with seventeen on the project site, "...with the Grandville Tower being a primary consideration for the rest, said Feinberg." 

Prior to the meeting, Red Bank resident Dan Riordan said, “Under the new settlement, the borough is not required to build any new affordable housing.  What the borough is required to do is to require all new developments to have at least 15% of new units be affordable.  This development plan has less than 11% affordable units.”  To read that settlement, click HERE.

Board member Rich Angrowski questioned the height of the building asking, "Would this be the tallest building in the borough?"  While not getting a direct answer because of the lack of data, Lange presented a graphic showing various buildings near the project site that exceed the height requirements.  Click HERE to see that picture.  

It's a very clever plan, and a little tough to explain.  The project essentially looks like an upside down letter "Z".

After demolishing the Sanford Auto Body building, a new 5 level parking garage will be built that will connect to the existing garage next door. 4 levels will be built above the new garage for apartments.

A new 1 level for parking will be built on the existing parking garage, and 4 levels built on top of that garage and the Pazzo MMX restaurant for apartments.  A rooftop garden will comprise the ninth floor.
