MILLBURN TOWNSHIP NOTICE NOTICE OF PENDING BOND ORDINANCE AND SUMMARY
The bond ordinance, the summary terms of which are included herein, was introduced and passed upon first reading at a meeting of the Township Committee of the Township of Millburn, in the County of Essex, State of New Jersey, on December 6, 2016. It will be further considered for final passage, after public hearing thereon, at a meeting of the Township Committee to be held at its meeting room in the Town Hall, 375 Millburn Avenue, Millburn, New Jersey, on December 20, 2016 at 7:30 P.M. During the week prior to and up to and including the date of such meeting copies of the full ordinance will be available, at no cost and during regular business hours, at the Clerk's office for the members of the general public who shall request the same. The summary of the terms of such bond ordinance follows:
Title: BOND ORDINANCE TO AUTHORIZE THE UNDERTAKING OF THE DOWNTOWN MILLBURN STREETSCAPE AND PEDESTRIAN SAFETY IMPROVEMENTS PROJECT (PHASE II) IN, BY AND FOR THE TOWNSHIP OF MILLBURN, IN THE COUNTY OF ESSEX, STATE OF NEW JERSEY, TO APPROPRIATE THE SUM OF $3,500,000 TO PAY THE COST THEREOF, TO MAKE A DOWN PAYMENT, TO AUTHORIZE THE ISSUANCE OF BONDS TO FINANCE SUCH APPROPRIATION AND TO PROVIDE FOR THE ISSUANCE OF BOND ANTICIPATION NOTES IN ANTICIPATION OF THE ISSUANCE OF SUCH BONDS.
Purpose(s): Undertaking of the Downtown Millburn Streetscape and Pedestrian Safety Improvements Project (Phase II) in, by and for the Township consisting of roadway, sidewalk, curb, lighting, traffic signal, traffic calming and other streetscape and pedestrian safety improvements.

PUBLIC NOTICE is hereby given that the following Ordinances were submitted in writing, introduced, read by title and passed on first reading at a meeting of the Township Committee of the Township of Millburn, in the County of Essex on Tuesday, December 6, 2016. They will be considered for final passage and adoption at a public hearing held at a meeting beginning at 7:30 p.m. on Tuesday, December 20, 2016 at the Municipal Building, 375 Millburn Avenue, Millburn, New Jersey when and where or at such time and place to which said meeting may be adjourned, all persons interested will be given an opportunity to be heard concerning said ordinances. ORDINANCE NO. 2470-16
ORDINANCE TO AMEND AND SUPPLEMENT ARTICLE 8
OF THE “MILLBURN DEVELOPMENT REGULATIONS AND ZONING ORDINANCE” OF THE REVISED GENERAL ORDINANCES OF THE TOWNSHIP OF MILLBURN
Summary: The purpose of the Ordinance is to substantially amend the current Article 8: “Historic Preservation” of the Development Regulations and Zoning Ordinance of the Township with provisions, including but not limited to, application procedures to receive a Certificate of Appropriateness in place of existing historic permits; criteria for designation of historic landmarks and districts; a procedure for the approval of minor projects by a new Minor Work Review Committee; a demolition delay procedure; a preventive maintenance provision for deteriorated historic structures; and related provisions necessary and incidental thereto.

ORDINANCE TO AMEND AND SUPPLEMENT THE
“DEVELOPMENT REGULATIONS AND ZONING ORDINANCE”
OF THE REVISED GENERAL ORDINANCES OF THE TOWNSHIP OF MILLBURN
Summary: The main objective of the Ordinance is to address recommendations made to the Township Committee in the 2015 Annual Report of the Board of Adjustment, including, but not limited to a) the deletion of the provision which would disallow the inclusion of parking located below the roof of a building toward minimum parking policy requirements; b) the waiver of the requirement for off street parking in the B-4 District under stated circumstances; c) the regulation of fences and walls including provisions for the repair and replacement of existing fences and walls; d) the deletion of certain design standards from Article 5 “ Design and Performance Standards” and the amendment of Article 6 “Zoning Provisions” to incorporate the same in that article as zoning requirements; and e) the designation of physical fitness/yoga studios as a permitted use in the B-4 zone.

ORDINANCE TO AMEND CHAPTER VII SECTION 7-22 ENTITLED
“TURN PROHIBITIONS” OF THE REVISED GENERAL ORDINANCES OF THE TOWNSHIP OF MILLBURN
Statement of Purpose: The purpose of this Ordinance is to amend the existing Code to allow authorized New Jersey Transit buses that service bus route 70 in the Township to perform left turns from westbound Essex Street to southbound Main Street.
