PUBLIC NOTICE is hereby given that the following Ordinances were submitted in writing, introduced, read by title and passed on first reading at a meeting of the Township Committee of the Township of Millburn, in the County of Essex on Tuesday, December 4, 2018. They will be considered for final passage and adoption at public hearings held at a meeting beginning at 7:30 p.m. on Tuesday, December 18, 2018 at the Municipal Building, 375 Millburn Avenue, Millburn, New Jersey when and where or at such time and place to which said meeting may be adjourned, all persons interested will be given an opportunity to be heard concerning said ordinances. Copies of the ordinances in full may be requested at no charge from the Millburn Clerk’s Office and are available on our township website at http://twp.millburn.nj.us/.
ORDINANCE NO. 2520-18
ORDINANCE AMENDING CHAPTER VII “TRAFFIC”
OF THE REVISED GENERAL ORDINANCES OF THE TOWNSHIP OF MILLBURN
STATEMENT OF PURPOSE: The proposed amendment to the Traffic Ordinance is intended to amend Chapter VII “Traffic” as necessary to update traffic regulations for conformity throughout the Section, and to modify the parking and traffic regulations imposed throughout the Township. Specifically, the Ordinance modifies time limit restrictions on certain streets, clarifies parking meter zones, modifies where on street permit parking is required, modifies where parking is prohibited and at which times, and creates Residential Parking Zones and permitting requirements. Further, the Ordinance inserts the locations of Mid-Block Crossings, adds an area where trucks are excluded over a designated weight, adds a location where turning on red is prohibited, adds locations deemed as loading zones, updates the locations of Bus Stops, and modifies the parking restrictions and designation of Township or Board of Education parking lots. Additionally, the Ordinance updates the storage charge associated with towing a vehicle, modifies the permitting fees section, and modifies where parking is prohibited at the Essex Street Police Station driveways.

ORDINANCE AMENDING AND SUPPLEMENTING CHAPTER VII “TRAFFIC”, SECTION 7-20 “STOP INTERSECTIONS” OF THE REVISED GENERAL ORDINANCES OF THE TOWNSHIP OF MILLBURN
STATEMENT OF PURPOSE: The proposed amendment to the Traffic Ordinance is to authorize the installation of “all way” stop signs at the intersections of Hobart Avenue and Highland Avenue. This “all way” stop has been recommended by the Township of Millburn’s traffic consultant, Maser Consulting.

AN ORDINANCE TO PROVIDE FOR THE PARTIAL AMENDMENT, SUPPLEMENTATION AND REVISION OF CHAPTER IV, OF THE “REVISED GENERAL ORDINANCES OF THE TOWNSHIP OF MILLBURN” WITH THE ADDITION OF A NEW SECTION 4-2 ENTITLED “RIGHT-OF-WAY PERMITS”
STATEMENT OF PURPOSE: The purpose of this Ordinance is to provide for reasonable regulations concerning the placement of small cell wireless facilities within the Township, consistent with state and federal law through the implementation of a Right-of-Way Permit procedure.
