The Town of Morristown, which is the County Seat of Morris County, New Jersey, is seeking an experienced and innovative leader to serve as the Town’s full-time Department Director of Code Enforcement.  Under the general direction of the Business Administrator, this position is responsible for creating a dynamic and innovative environment for protecting and promoting the health, safety and welfare of the citizens of Morristown and its visitors per Town’s plans, policies and strategies.

The Director serves as Head of the Town’s Department of Code Enforcement (the “Department”), with an approximate budget of $2 million, and is responsible for the success of the Department.  Together with other Department Heads who lead the Town Government, the Director assures the Department’s relevance to the community, the accomplishment of the Department’s mission and vision, and the accountability of the Department to its diverse constituents.

The Director is responsible for management and day-to-day operations of the Department, and has the authority to carry out these responsibilities in accordance with the direction and policies established by the Town Administration.  This person will perform professional and supervisory work over division managers and staff members, provide leadership and direction, devise and evaluate performance standards for the Department, and develop long range and short term goals and objectives in conjunction with Departmental plans and goals.


The ideal candidate is a collaborative leader with outstanding people and management skills and a track record for building accountability and professional growth among staff. He/she will be a self-motivated, adaptable, organized and efficient, with outstanding interpersonal, communication and problem-solving abilities. 

The ideal candidate will have direct experience affecting organizational change through building and leading a highly functional and responsive department. The successful candidate will be dedicated to customer service and demonstrate leadership skills managing a program with a commitment to innovation, sustainability and diversity.  They will have a reputation for establishing and maintaining productive working relationships with individuals both internal and external to the Division. 

He or she will have a mix of experience and professional judgment and discretion that comes from years of experience in the conduct of public sector agency programs.  The successful candidate will be politically astute, but apolitical, with a high level of sophistication and cultural competence in working effectively with diverse stakeholders in a variety of environments.

The successful candidate will possess excellent oral and written communication skills, and be quick to understand how the town functions and the department's critical role and impact within the town.  Additionally, they will possess a proven understanding of budgets and cost control while effectively and efficiently utilizing public resources.

Education and Experience

A Bachelor’s degree in Public Administration, Business Administration, Law and/or Construction Management or related field is required with a minimum of 10-years of experience in a senior management/executive position.  An advanced degree in Public or Business Administration or closely related field is preferred.

Terms of Employment

Full-time, at least 35 hours per week. Non-bargaining unit compensation plan in accordance with Town Personnel Policy. Competitive salary will be commensurate with government/business executive management experience.  Salary Range: $75,000-$100,000
