As far back as January 2017, Green was surveilled by law enforcement selling 38 grams of heroin to one individual and later sold about 49 grams of crack cocaine while wearing his Newark Parking Authority uniform, according to court documents.

Green and an unidentified associate met the individual they had sold the 38 grams of heroin to again in April, when the associate sold the individual with two handguns. The profits were provided to Green, who discussed using them to purchase more narcotics.
