SPARTA, NJ - A Sussex man faces drug charges after passing out behind the wheel on Route 15. Sparta Police Cpl. Scott Elig and Police Officer Arlene Lippencott responded to a report made by someone who called 911 from their cell phone, according to police.
The officers found David Toli, 23, unresponsive in the driver's seat of a 2003 Mercury. His breathing was slow and he had a slow pulse. The officers suspected Toli had overdosed and gave him Narcan, according police.
Toli had passed out at the traffic light and involved in a minor accident with another car that had left the scene before the officers arrived. Toli was sent to Newton Medical Center for treatment and testing, police reported.
Toli was charged with DWI, careless driving, possession of controlled dangerous substance in a motor vehicle, impeding traffic, failure to report an accident, cracked windshield and failure to wear a seat belt. He remained at the hospital for further treatment.
