NEWTON, NJ – A routine traffic stop ended in drug charges for a Newton man.  On December 28, around 2 p.m. Sgt. Michael Monaco saw Ryan Devine, 38 driving on Water Street talking on his cell phone, police say.

When Monaco stopped Devine in his Ford Focus, the officer saw an empty bag of heroin inside the car.  Officer Justin McCann and his canine partner Roxi from the Sussex County Sheriff’s department assisted with a search of Devine’s car, according to police.

The search yielded a bag of heroin, police report.

Devine was charged with possession of a controlled dangerous substance in a motor vehicle, possession of drug paraphernalia, use of a cellphone while driving.  He was given a court date and released.
