NORTH SALEM, N.Y.—The North Salem tax receiver’s office saw a surge of traffic last week following the county executive’s order allowing Westchester municipalities to collect partial payment of April 2018 property taxes, something which Tax Receiver Karen Roach said is unprecedented.Town employees from other offices lent a hand during the busy week and kept things orderly.

Residents lined up, hoping to take advantage of federal deductions before the new Republican tax law signed by President Donald Trump took effect Jan. 1. The new law will cap state and local income taxes (SALT) at $10,000. This year there is no limit for such deductions.

Manuel DeVengoechea, a 17-year resident, said he checked with his accountant, and prepaying could save him up to $4,000. He and other residents said the process went very smoothly thanks to the efforts of the town employees who put in the extra hours throughout the week.

Lately I’ve been fascinated by a new flavor of pie: psychologically informed environments (PIE).
This “enabling environment” concept originally appeared as a kind of operational framework for therapeutic communities such as homeless resettlement and social services. I’ll spare you the footnotes and scholarly citations and just sum it up in lay terms: We are affected ...
