NUTLEY, NJ - The Board of Commissioners passed two resolutions to continue to help Nutley dining establishments during the pandemic at the Tuesday, Oct. 20 public meeting. Mayor/Parks and Recreation Commissioner Mauro G. Tucci was marked absent excused; Revenue and Finance Commissioner Thomas J. Evans presided as deputy mayor.
COVID-19 overtime for the Sept. 18 Payroll is $7,893.31 and Oct. 2 Payroll is $5,152.57. The state government will reimburse these funds as part of the Coronavirus Aid, Relief and Economic Security Act.
The BOC approved Ordinance No. 3453 introduced by Tucci on Sept. 15, to provide improvements to Glotzbach Memorial Park appropriating $150,000 from a grant from the Essex County Recreation and Open Space Trust Fund Local Aid Program for a band shell between the soccer field and girls’ softball field.
Ordinance No. 3454 introduced by Public Safety Commissioner Alphonse Petracco on Sept. 15, to allow for handicap parking on 35 Gless Ave. on the east side beginning 40 feet north of Meacham Avenue north for 20 feet and 105 Church St. south beginning 38 feet west of Carteret Place west for 20 feet was approved.
Petracco introduced Ordinance No. 3460 to allow for handicap parking on 140 Hawthorne Ave. north beginning at a point 170 feet east of Bloomfield Avenue and west for a distance of 22 feet.
A Public hearing will be held during the Tuesday, Nov. 17, 2020 BOC meeting.
The BOC approved Resolution No. 235-20 to waive all Nutley Retail Food Establishment Fees for 2021 due to hardships experienced by the food and hospitality industry since March of 2020 from the COVID-19 Pandemic. Public Affairs Commissioner John V. Kelly III said he put a lot of thought into the resolution. “I was able to move some things around in my budget to be able to manage this,” he said.
Commissioner Petracco abstained from the vote due to a conflict of interest, as owner of Petracco’s Deli. He thanked Kelly for the resolution and said many of the food establishments in town could use the relief.
In addition, the Board approved Resolution No. 236-20 to extend the temporary relief through March 2021 to allow both contiguous and non-contiguous outdoor seating consistent; use of parking lots for outdoor seating as long as the safety requirements of the Nutley are met; and waiver of the $100 application fee for 2020 and 2021. The BOC originally approved this resolution in the spring when businesses started reopening. This resolution extends the period, which was set to expire on Nov. 30.
“It is important that we encourage everyone to recognize that COVID is still with us and that the risks are still with us as well. So continue to practice wearing masks, a good social distancing and a good behavior when you are out in the public arena,” said Evans.
The BOC approved Resolution No. 232-20 to re-establish grant fund balances for State of NJ Drunk Driving Enforcement Fund Grant at $7,780.25 and Body Armor Replacement Fund at $95.80. Certain grant fund appropriation balances were lapsed to Current Fund Surplus, as there were no grant charges at the time.
Resolution No 237-20 was approved to reimburse Arbor Hills Co-Op Apartments, 1 River Road for solid waste disposal services, for the year 2021. The resolution states that Nutley is responsible to reimburse a qualified community for certain services including solid waste disposal or to provide said services to the qualified private community in the same way as the municipality provides these services on public roadways.
The BOC awarded John Linson, NJ Certified Tree Expert #198 of Shade Tree Department LLC in West Orange a one-year contract, from Oct. 21, 2020 to Oct. 20, 2021, not to exceed $22,000. Linson has provided these services to the township in the past.
Nutley Department of Parks and Public Property scrapped a 1992 GMC 3500 utility pick-up truck at Bibb’s Auto Recycling for $300.
