NUTLEY, NJ - Northwest Essex Community Healthcare Network’s contrast was renewed and a fire pumper to purchase was approved during the Nutley Board of Commissioners Thursday, Nov. 7 public meeting. Public Affairs Commissioner Steven L. Rogers was absent excused.

A resolution was approved to continue the agreement with Northwest Essex Community Healthcare Network in Belleville, a non-profit corporation, for the period of Jan. 1 through Dec. 31, 2020 to provide behavioral healthcare for Nutley residents. The township will pay Northwest Essex a $20,000 grant for the year of services, with the first payment due by June 30 and the rest due by Dec. 31, 2020. The agreement initiated in 2017 and has been renewed annually. Due to a conflict of interest, Parks and Recreation Commissioner Mauro G. Tucci abstained from the vote.

Northwest Essex will provide a therapist once a week to see veterans, their family members and parents of active military children in need of therapy at the Department of Public Affairs/Health at 149 Chestnut St.

An agreement contract with New Jersey ARC Essex County Unit was also renewed effective Jan. 1, 2020 through Dec. 31, 2020. The township will pay $1,000 as a partial reimbursement of costs and services. 

The Department of Public Safety’s Fire Department intends to purchase a Pierce Arrow XT base model TC06 Enforcer Pumper and related accessories from Pierce Manufacturing Inc. of Appleton, Wisconsin, a vendor affiliated with the H-GAC BUY Cooperative Purchasing Program in the amount of $593,676.65.

Resolution No 275-19 approves the Department of Public Safety’s Police Department intention to purchase a Canon Image Runner Advance C5550 III Color Digital Copier System at $16, 230 and two Image Runner Advance C256 III for $7,258.74 from Leslie Digital Imaging, LLC of Jericho, New York. A contract for Reprographic Equipment was awarded to Leslie Digital Imaging, LLC from the period of April 1, 2019 through March 31, 2020.

A municipal services agreement was made for solid waste collection and disposal for Arbor Hills, 1 River Road and the 432 owners for the 2020 calendar year. The township will reimburse the qualified private community $18,144.

On Nov. 7, 2018, C. Walter Searle Agency, LLC of Nutley was awarded a one year contract for 2019 not to exceed $10,000, for Accident and Safety Review Board Meetings, with the option to extend one year. Resolution No. 263-19 was approved to extend the contract for one year from Jan. 1, 2020 through Dec. 31, 2020.

C. Walter Searle Agency, LLC of Nutley was also awarded a one year contract for 2019 not to exceed $40,000, for a consultant and risk manager as required in the by-laws of the Suburban Essex Liability Joint Insurance Fund, with the option to extend one year.  Resolution No. 267-19 was approved to extend the contract for one year from Jan. 1, 2020 through Dec. 31, 2020.

The township entered into a 12 month contract from Nov. 7, 2019 through Nov. 7, 2020 not to exceed $92,500 with Pennoni Associates in Newark to provide a Hydraulic Model and Analysis study of the Nutley Water System currently serviced by an interconnection with the City of Newark Water System within the Township of Nutley.

Altice Business in Jericho, New York was awarded a three year contract effective Dec. 1, 2019 for the supply of internet and long distance phone service for the amount of $37,800 a year, which is $3,150 per a month.

A transfer of 2018 appropriations for $1.37 million from various departments of Revenue and Finance to the Capital Improvement Fund was approved.

A transfer of appropriations in the 2019 budget for $10,000 from Office of Emergency Management Salary and Wages for $10,000 to Office of Emergency Management Other Expenses was approved.

Resolution No. 268-19 was approved granting the township ability to cancel 13 outstanding checks on the books for the claims account for a total of $8,453.70.

Disabled veteran Jhonnyffer Agudelo was granted full exemption from property taxes from Sept. 10, 2019and thereafter on the property of 12 Sharlene Road. A refund of $3,951.27 was approved for 2019 property taxes.

A refund of an overpayment of water charges for this year in the amount of $319.90 was granted to the owner of 400 Walnut St.

A refund of an overpayment of tax charges for this year in the amount of $250 was granted to the owner of 40 Milton Ave.

Refunds of escrow monies for land use applications in the total amount of $3,894.50 were granted to 340 Kingsland St./Subdivision for $274.50; 71 Centre St. for $1,000; and Cook Road Sub Station at Milton and Bloomfield avenues for $2,620.

Ronald Marino, a Department of Public Safety employee was granted medical leave without pay effective Oct. 5, 2019 through Nov. 7, 2019.

Raffle applications were approved for HAS Good Shepherd Academy for a calendar raffle on Mondays Dec. 2, 9 and 16 and Jan. 6, 13, 20 and 27; St. Mary’s Roman Catholic Church for bingo and instant raffle/pull tabs for every Tuesday from Jan. 7, 2020 through Dec. 22, 2020; Friends of Nutley Singers, Inc. for on premise merchandise and 50/50 cash raffles on Jan. 11; and Holy Family Catholic Church off-premise 50/50 cash raffle for Dec. 29.

The next Board of Commissioners meeting is scheduled for 7 p.m. Monday, Nov. 18.
