NUTLEY, NJ - Roadway improvement projects and field redevelopment and upgrades for Father Glotzbach and Demuro Parks were announced during the Thursday, July 9 Nutley Board of Commissioners meeting.

COVID-19 Overtime for the June 26 Payroll is $5,464.31. The state government will reimburse these funds as part of the CARES Act.

Mayor/Parks and Recreation Commissioner Mauro G. Tucci introduced Ordinance No. 3446 to adopt the amended Nutley Phase IIA Redevelopment Plan for the On3 site formerly the Roche property. The pending amended ordinance states, “…to incorporate standards for internal circulation and open space and, to the extent required, amend the boundaries of the previously approved redevelopment plan to incorporate areas that will be used for internal circulation.”

Petracco introduced Ordinance No. 3444 to allow for handicap parking on 81 King St., 150 Coeyman Ave., and 56 Mountainview Ave., and the removal of handicap parking at 135 Conover Ave.

Public hearings for both ordinances will be held during the Tuesday, Aug. 4, 2020 BOC meeting.


The total emergency appropriations made prior to the final adoption of the 2020 municipal budget are approximately $11.1 million.

Total emergency appropriations for the 2020 water utility budget are approximately $2.25 million.

Temporary appropriations before the final adoption of the 2020 budget to pay interest on bonds for $25,850; principal on bonds for $470,000. Also NJ Department of Green Acres Loan in the amount $9,500 principal and $3,700 in interest and total water debt service of $77,312. According to the resolution, these payments must be made to the current debt service within the first six months of 2020.

Ceci Tramontana received a promotion to deputy municipal clerk after completing all required courses at Rutgers University on April 3, 2019 and passing the State of New Jersey licensure examination as a registered municipal clerk. Tramontana was hired as a clerk on March 1, 2016.

The township awarded AJM Contractors, Inc. in Clifton a one-year contract for the 2019 Essex County Community Development Block Grant Roadway Improvements — Witherspoon Street for $131,329, of that amount the township has $125,450 in CDBG funds.

The board approved Resolutions No. 151-20 and 152-20 to advertise for sealed bids for the New Jersey Department of Transportation Grant  Avenue Roadway Improvement Project (Myrtle Avenue to River Road and for upgrades to DeMuro Park Track and Tennis Courts. Bids for both projects must be received by Wednesday, July 29, at 11 a.m., and will be publicly opened and read via Zoom.

On Feb. 5 2019, the township adopted Resolution No. 45- 19 awarding a contract to Viridian Environmental Consultants in Montclair for the site investigation of Father Glotzbach Field. The Board approved Change Order No. 2 for $6,783.75 for site investigation services.

The township entered into a one-year contract with Viridian Environmental Consultants in Montclair for specialized and professional services for Remedial Action Report, Remedial Action Permit, and Response Action Outcome for Father Glotzbach Field.

The township entered into a one-year contract with Neglia Engineering Associates in Lyndhurst for project coordination and construction management of Glotzbach Park Americans with Disabilities Act (ADA) Walking Path.

The township was unable to access the water meter to receive an accurate reading at 101-107 Passaic Ave. The board approved Resolution 155-20 to cancel the $6,900.12 in water charges. The resolution states that the property owner shall pay to the Township and Township shall accept a settlement of $6,900.13 due July 27, 2020. Due to a discrepancy with water consumption and billing, the water meter will be replaced with a compatible automated meter.

The Board has authorized refunds of $100 for municipal parking permit fees to Monica DiNorscio, Diane Ritacco, Jeanine Riccio, Dona Duca, Greg Reed, Adrienne Feraco, Robin Carrino, and Jackie Sallette.
