NUTLEY, NJ  - Various resolutions including recycling outsourcing, vegetative waste collection, and interest charged on negligent tax payments were passed during the Tuesday Jan. 16 Nutley Board of Commissioners public meeting.

Temporary appropriations made prior to the passing of the 2018 budget were approved.

A resolution was passed to fix the rate of interest on non-payment of taxes or assessments subject to any abatement or discount for late payment of taxes provided by law. The rate will be 8 percent per year on the first $1,500 of the delinquency and 18 percent per year on any amount in excess of $1,500.

Effective Jan. 1 quarterly taxes made by cash, check or money order will have a 10 day grace period. The cancellation of property tax credits or delinquent amounts in sums of less than $10 will be authorized.

F. Basso Rubbish Removal Inc. was awarded the contract to collect co-mingled recycling as per the bid specification in not to exceed the amount of $169,450. For additional information see related story, “Co-mingled recycling outsourced.” And S. Rotondi & Sons, Inc. in Summit was awarded a contract not to exceed $71,000 for Jan. 1 through Dec. 31, 2018 for vegetative waste recycling. The contract is for removal and recycling of Class B Clean Wood/Brush in the amount of $6 per cubic yard, Class C Leaves in the amount of $8.19 per cubic yard and Class C Grass Clippings in the amount of $14.95 per cubic yard.

A resolution was passed to authorize the engagement of Inglesino, Webster, Wyciskala & Taylor, LLC in Parsippany as counsel for the township of Nutley concerning litigation related to the redevelopment of the former Hoffman La-Roche campus. The township has been named a third party defendant in the litigation captioned as Bautisa, et al v. Hoffman La-Roche, Inc., et al v. Township of Nutley.  The cost of services will not exceed $75,000.

GTBM, Inc. owns the Info-Cop E-Ticketing System was awarded a contract for $45,000 to use their software for the township and Nutley Police Department. According to the resolution the use of electronic ticketing is efficient and enables officers to return to service faster eliminating data errors and auto-populates citations with the appropriate statute number, fine and court information. The contract is for Jan. 1 through Dec. 31, 2018.

Dujets Tree Experts in Woodland Park was awarded a contract not to exceed $40,000 for tree removal.

Stanziale Construction in Bloomfield was awarded a bid for Hancox Avenue Improvements (Union to Passaic avenues) for $155,774.80. A resolution was approved for change order #1 to authorize the contract to be decreased in the amount of $3,491.66 and to be credited to Essex County Community Block Grant Account for a total contract price of $152,283.14.

The township is advertising for sealed bids for alternations for an existing restroom to make it an Americans with Disabilities Act (ADA) accessible restroom for the Nutley Police Department. The bids are due Wednesday, Feb. 21 at 3 p.m. and will be publically opened and read in the Commission Chambers.

The township is also advertising for sealed bids for the 2017 Community Development Block Grant Roadways Improvement Project to include Princeton Street, Hunt Place, Bayard Street and Witherspoon Street to be received by Wednesday, Feb. 14 at 3 p.m. and will be publically open and read in the Commission Chambers.

The township of Nutley has determined that certain properties are no longer needed for public use and Local Unit Technology Pilot Program and Study Act authorizes the sale of such property through an online auction service of propertyroom.com.

A resolution was passed for the Nutley Police Department to utilize the police pistol range facilities at the Borough of North Arlington from Jan. 1 through Dec. 31, 2018 at a cost not to exceed $2,000.

A bid by Gaeta Recycling Co., Inc. submitted on Dec. 13 for co-mingled recycling was rejected because the it does not conform to the requirements of the bid.

New York SMSA Limited Partnership doing business as Verizon was to lease a portion of Block 9701 Lot 4  located at Park Avenue however the contract was rescinded due to the terms and conditions of the contract being non-resolved.

The bids for Park Avenue cellular antenna installation were due to be open and read on Oct. 26, 2017 and were extended to Feb. 14; however the township passed a resolution to cancel the bids.

A refund of over payment of the 2017 water charges in the amount of $5,033.58 was granted to 52 East Centre St., Unit 1.

A resolution was passed to acknowledge February as National Hearth Health Month.

Applications were approved for the Knights of Columbus #14712 Holy Family Council for an off premise merchandise raffle to be held on April 29 and Nutley Junior Booster Club for on premise 50/50 and merchandise raffles to be held on Sunday, Feb. 11.

The next Board of Commissioners meeting is scheduled for 7 p.m. Tuesday, Feb. 6.
