NUTLEY, NJ - Trash collection service for Nutley was renewed during the Tuesday, Oct. 15 Nutley Board of Commissioners public meeting. Public Affairs Commissioner Steven L. Rogers was absent excused.

Resolution No 253-19 to purchase a Canon Image Runner Advance C5550 III Digitial Copier System and two Image Runner Advance C256 III for $7,258.74 each was tabled by Public Safety Commissioner Alphonse Petracco. Petracco said the township is looking into leasing instead of purchasing.

A contract was awarded to F. Basso J. Rubbish Removal, Inc. in Irvington for a five year term beginning on Nov. 1, 2019 through Oct. 31, 2024 for $4.18 million for collection, removal and transportation for disposal of all collected items of solid waste, bulk waste and white goods. The township also agrees to pay a monthly sum of $11,200 from April 15 through Dec. 15 for the full term of the contract for collection, removal and transportation for disposal of all vegetative waste, brush, leaves, and grass clippings.

A shared-services agreement was made with the Nutley Board of Education for solid waste removal by F. Basso J. Rubbish Removal, Inc. The township will be reimbursed a yearly amount of $12,500 for the term of the five year contract stated above.

Resolution No. 250-19 rescinds Resolution No. 178-19 which was read on July 2. The township authorizes to advertise for sealed bids for NJDOT Grant Avenue Roadway Improvement Project be received on behalf of the BOC, opened and read at 11 a.m. on Wednesday, Nov. 6.

Resolution No. 252-19 was approved granting the township clerk permission to advertise for sealed bids for 2020 acceptance of recycling vegetative waste to include leaf and grass clippings. Sealed bids for will  be received on behalf of the BOC, opened and read at 11 a.m. on Wednesday, Nov. 13.

A four-year collective bargaining agreement was negotiated with the FMBA Local 44 and 44A for the term of Jan 1, 2013 through Dec. 31, 2016. The agreement has been lawfully and properly rarified by the FMBA Local 44 and 44A and Nutley’s authorized representatives and approved by the BOC. The FMBA Local 44 and 44A were awarded an extension of contract with a two percent salary increase for Dec. 31, 2017.

The Shade Tree Department LLC, John Linson in West Orange was awarded a contract not to exceed 22,000 for a one year period from Oct. 1, 2019 through Sept. 31, 2020 to serve as town forester.

Primepoint, LLC in Mount Holly was awarded a non-fair and open contract for $7,050 to provide specialized and professional ACA reporting services to insure compliance with IRS regulations for year 2019 reporting.

The law firm of Inglesino, Webster, Wyciskala, & Taylor, LLC in Parsippany was awarded a non-fair and open contract not to exceed $35,000 to provide services to the BOC as counsel for the township concerning compliance, procedural and general legal issues. The services exceeded the contract and Resolution 248-19 was approved to create Change Order No 1 not to exceed $5,000.

The law firm of Piro Zinna Cifelli Paris & Genitempo in Nutley was awarded a non-fair and open contract not to exceed $10,000 to provide services to the Code Enforcement Department in connection with the township’s Land Use Policies and Procedures. The services exceeded the contract and Resolution 240-19 was approved to create Change Order No 1 not to exceed $2,500.

Paul Ricci, P.P. of Ricci Planning in Clark, designated planner for the township, was awarded a non-fair and open contract not to exceed $5,000 to provide supplemental planning services. The services exceeded the contract and Resolution No. 251-19 was approved to create Change Order No. 1 not to exceed $1,500.

Department of Public Safety employees Richard Mazzitelli and Meredith Donatello were both granted medical leave of absence without pay effective Oct. 5, 2019 through Nov. 5, 2019.

On-premise merchandise and 50/50 cash raffle license were approved for HSA Fairview of Bloomfield for Monday, Nov. 11 and an off-premise 50/50 cash raffle was granted to the Nutley Hockey League Booster Club, Inc. for March 21, 2020.

The next Board of Commissioners meeting is scheduled for 7 p.m. Thursday, Nov. 7.
