NUTLEY, NJ - Mayor and Public Works Commissioner Joseph Scarpelli announced that starting this week, co-mingled recycling material will be outsourced to F. Basso, Jr. Rubbish Removal Inc. Co-mingled items include cans, plastic, glass and juice/milk cartons. Paper and cardboard recycling material will continue to be collected by the township’s Department of Public Works.
Nutley will still accept all plastics numbers one through seven for collection.
“In an effort to become more cost efficient and reduce manpower we are outsourcing one-half of our recycling pick-up,” said Scarpelli. “This change should be seamless to our residents, except I am asking everyone to have their recycling curbside before 6 a.m. on the collection day.”
Privatizing a portion of the recycling will result in a decrease in the 2018 DPW budget without affecting services. Manpower will be reduced by a combination of retirements, a transfer, people who have separated from employment, and layoffs. “Total DPW decrease as compared to 2017 is three full time employees, four part-time, and all seasonal help,” said Scarpelli in an interview.
“I am constantly working to see how we can implement cost-savings for our residents without affecting services. There will be more changes in the future as the Township transitions from [Hoffman-La] Roche’s departure to the full re-development of the ON3 campus,” said Scarpelli. “The DPW  budget has not been finalized but there will be a decrease,” he added.
According to Scarpelli the recycling revenue for 2017 was $83,000. Revenue from the collections will still go to the township. “The cost avoidance is $225,000, if recycling tonnage was disposed of in trash and we had to pay a tipping fee at incinerator,” he said.
