NUTLEY, NJ - Kingsland Street Urban Renewal LLC plans to build a skywalk to connect the new Hackensack Meridian School of Medicine parking garage in Clifton to the existing pedestrian sky bridge in Nutley that currently connects to the school to 111 Ideation Way on the On3 site.

Charles Logan, founder and CEO of Aztec Architects, principal in charge of the skywalk project gave a brief PowerPoint presentation during the Oct. 6 Board of Commissioners public meeting. Charles Liebling of Windels Marx Lane & Mittendorf, LLP representing Kingsland Street Urban Renewal LLC, was also at the Zoom conference.

Approximately 26 percent of the bridge (862 square feet) will be on the Nutley side. Point of access from the garage will be at level three and will connect halfway into the existing bridge. The bridge will be on the southern side of the parking garage and will parallel Ideation Way over the pedestrian sidewalk. “It’s an elevated pedestrian skybridge meant to allow pedestrian traffic throughout the year at 24 hours a day for people to travel to and from the parking garage,” said Logan.

The bridge is fully enclosed and ventilated. The material used for the bridge will be metal and glass and will have a shed style roof. Logan said his company would keep with the overall landscape of the On3 campus.

Philip Abramson of Topology spoke on behalf of the commissioners. Abramson said they looked closely at the construction plans to see if it was consistent with the Phase III Redevelopment Plan, which deals strictly with vehicle traffic and safety impacts. “When we look at it from a use standpoint sidewalks are intended to move people on their feet. The skybridge is intended to move people on their feet. This just happens to be a unique and different sidewalk. […] I do not think that this offends any aspect of the redevelopment plan or the prohibitions on variances,” he said.

Abramson said it is an accessory under the Phase II plan and a principal under the Phase III plan.

The BOC voted at the Oct. 6 meeting to move the project forward and then at the Oct. 20 meeting approved Resolution No. 238-20 to create an amendment to the redevelopment agreement between Nutley and Kingsland Street Urban Renewal LLC naming the company as the redeveloper to build the skywalk.

The developer will present the plans to the Zoning Board of Adjustments. The next meeting is Nov. 16. The next Board of Commissioners meeting is scheduled for 7 p.m. Thursday, Nov. 5 via Zoom.
