67-unit six-story ‘mid-rise’ apartment building proposed in New Brunswick

NEW BRUNSWICK, NJ - A development company affiliated with two apartment complexes near Neilson Street is now seeking approval for a 67-unit, six-story apartment building for a vacant lot on the street that would cover the entire lot and would exceed the four-story limit permitted in the zone.

The Community Builders, a Boston-based company doing building as Stirlingside Urban Renewal LLC, is seeking several variances for the project proposed for property on Neilson Street between Hassart Street and Tabernacle Way.

The developer is also seeking a variance from the requirements for minimum lot size, minimum left and right side yards, and minimum rear yard. It is also requesting to cover the entire lot, far more than the 40 percent of coverage allowed in the zoning ordinance, according to an application filed with the city.

Construction is proposed for a lot at 50 Neilson St., which is directly across from the New Brunswick apartments.

This development would require 133 parking spaces, far more than the 47 spaces proposed for the ground floor of the building, according Henry Bignell, a Woodbridge planning consultant who reviewed the application for the city planning board.

Additionally, 23 of those 47 parking spaces would be reserved for the Lord Stirling Senior Residences on Hassart Street, which is directly across the street from the proposed construction site. The Lord Stirling building is owned by an affiliate of The Community Builders, according to the application.

The developer said additional parking for the proposed building would be available at the New Brunswick apartments, which is also owned by an affiliate of the Community Builders. Also, parking would be available at the Hope Manor apartments, which are 600 feet away, according to the proposal.

Bignell, in his comments on the application, asked “how will the satellite parking realistically work?"

Under the plans, the building would have 12 one-bedroom units, 38 two-bedroom units and 17 three-bedroom units, according to the letter from the development company that was submitted with the application.

There would be a laundry room on the second-floor, and the ground floor would have storage for bicycles and a fitness room

“The proposed development will re-activate a long vacant and under-utilized block in the heart of the Lower George Street area and will compliment the existing residential development in the neighborhood,” the development company said in its letter to the zoning board.

Although the plan was originally scheduled to come before the zoning board this week, the hearing was postponed because only five of the seven board members were in attendance. The application will come before the board June 24.
