PATERSON, NJ - The Paterson Police Department will undergo an organizational assessment and review by an outside consultant under a plan approved unanimously by the Paterson City Council.

Following an 8-0 vote Tuesday a request for proposals (rfp) to perform the services will be issued. The city council will further have to approve any contract before it is awarded, a point 5th Ward Councilman Luis Velez clarified before casting his vote.

According to the RFP the successful bidder will look at and offer recommendations on five areas related to the Paterson Police Department:

1) core operations, practices, and functions

2) organizational structure and management systems

3) accountability measures and metrics

4) use of force procedures and training

5) community relations and transparency 

The consultant is expected to provide the report, analysis, and recommendations six to nine months after being selected.

“This is not about casting blame,” or an indication that there is anything wrong with how the Paterson Police Department is currently operating, Public Safety Director Jerry Speziale told TAPInto Paterson. “It’s about best practices, staffing, and 21st century policing.”

“We can always learn and do better.”
