City of Plainfield In accordance with the ordinances of the City of Plainfield, and the statues of the State of New Jersey, please take notice that an application for development (No.: ZBA 2019-27) located in a Putnam Watchung "1" Historic District (R-PW-1) zone, on the premises know as 1127 Watchung Avenue (Block No. 638, Lot No. 9) has been submitted by David and Cheryl Buckman of 1127 Watchung Avenue, Plainfield, NJ. The applicants seek preliminary and final site plan approval with variance relief and design waivers to convert an existing single-family dwelling into a commercial office and two (2) residential apartments. Specifically, the applicants require a (d)(1) use variance as mixed-use structures are not permitted in the R-PW-1 zone. Additionally, the Applicants seek a (d)(6) height variance; as the existing principal structure exceeds the maximum permitted height by more than 10% - where a maximum of 35 feet is permitted and a height of 40 feet is existing/proposed. The applicants also seek bulk variances related to: the maximum number of stories for an accessory structure where a maximum of one story is permitted and two stories are existing and proposed; and the maximum height of an accessory structure where a maximum of 15 feet is permitted and a height of 25 feet is existing/proposed. Finally, the applicants seek variances from the following supplemental zoning regulations, as well as waivers from the following site plan design and performance standards of the Plainfield Land Use Ordinance: 17:9-42 D: Requiring a 5-foot minimum setback for buildings from driveways and parking areas within a site; and proposed is a parking area abutting the mixed-use structure; 17:9-42 E: Requiring a parking lot to be located to the rear of a building and/or the interior of a site; and proposed is a portion of the parking lot is located in the front portion of the property; 17:9-42 P: Prohibiting parking lots or individual spaces in front yards in all zone districts and for all uses except single and two-family dwellings; and proposed is off-street parking within the Kensington Avenue front yard area; 17:9-43 A: Requiring a minimum of 5% interior landscaping for parking lots with eleven or more spaces; and proposed is not interior landscaping; and 17:11-12: Requiring that parking lots maintain an average illumination level of 1.0-2.5 foot-candles; and proposed is lighting not meeting the required average illumination level. The applicants are also seeking such other variances, waivers and other relief that the Board may deem necessary. The Plainfield Zoning Board of Adjustment will conduct a virtual public hearing on this matter on Wednesday, August 5, 2020 at 7:00 p.m. Any person or persons affected by this application will have an opportunity to present any objections to or offer comments on the proposed development.
