PLAINFIELD, NJ — Plainfield's Planning Board will meet virtually Thursday for a hearing that could grant preliminary and final site plan approval, as well as bulk variances, at Adonai Property, LLC's 405-407 Watchung Avenue site to construct a four-story addition on an existing one-story building; it would become a mixed-use structure. The public can tune in and comment at the 7 p.m. meeting via Zoom.

According to the project description, “the Applicant proposes to continue to use the first floor as a grocery store, eliminate the studio and replace it with a resident’s amenity space, building management office and solid waste/recyclables storage room.”

The description also notes, “the Applicant proposes to construct a four (4) story addition which will contain three (3) residential apartments on each floor for a total of twelve residential apartments. The building will be equipped with an elevator and a fire suppression system."

LEGAL NOTICE CITY OF PLAINFIELD PLANNING BOARD NOTICE OF VIRTUAL HEARING Application No.: PB-2020-22. In accordance with the Ordinances of the City of Plainfield, and the Statutes of the State of New Jersey, TAKE NOTICE that on the Thursday, September 24, 2020 at 7:00 pm the City of Plainfield Planning Board (the "Board") will conduct a virtual public hearing on the application of PL 836 Plainfield LLC (the "Applicant'') to construct a mixed-use project at premises located at 147-49 E. 5th Street; 143-45 E. 5th Street; 136-41 E. 5th Street; 131-37 E. 5th Street; 421-23 Cleveland Avenue; 417-19 Cleveland Avenue; 413-15 Cleveland Avenue; and 401-11 Cleveland Avenue, Plainfield, New Jersey and designated as Block 836, Lots 8-15.01 on the City of Plainfield Tax Map and premises located at 400-04 Watchung Avenue, Plainfield, New Jersey designated as Lot 1 in Block 836 on the Plainfield Tax Map (hereinafter "Lot 1").

Applicant is proposing to demolish the existing vacant buildings on the site and develop the properties with a new six (6) story mixed-use building on Lots 8-15.01.

The building is proposed to consist of approximately 6,290 square feet of art studio commercial space on the ground floor, 5 floors containing approximately 118 units of market rate multifamily housing, amenity spaces, a parking garage with approximately 77 off-street parking spaces on the first floor and associated site improvements on the below-referenced Premises.

Approximately 89 of the units will be Live/work units whereby a portion is devoted to work space and the remaining space is dedicated to living purposes by the person who practices its trade.

The building amenities will include a resident lounge/event space, co-working space, a fitness room, a yoga room, an art gallery, community room, rooftop courtyard space and an outdoor dog walk.

Lot 1 is currently an existing three-story building and proposed to be renovated and adaptively re-use consisting of approximately 5600 square feet of retail on the ground floor and 6 Live/work residential units on floors two (2) through three (3). Block 836, Lots 9-15.01 are located in the Cleveland Avenue Arts and Culture Subdistrict of the Transit Oriented Development District (TODD) - South Redevelopment Plan (the Plan"); and Block 836, Lots 1 and 8 are located in the Central Business District Subdistrict of the Plan.

Applicant also seeks Preliminary and Final Site Plan Approval and the following "c" variances , deviations and/or waivers from the Plan and the City of Plainfield Land Use Ordinance ("Land Use Ordinance") for Lots 8-15.01:

Variances: 1. Land Use Ordinance §17:9-24 B (2) Minimum 10 ft. buffer around parking lot to adjacent non-residential use or district (Required 10', proposed 0');

2. Land Use Ordinance § 17:9-24 C (1) Minimum 5 ft. buffer around all sides of parking lot (Required 5', proposed 4' );

3. Land Use Ordinance §17:9-43 B (1) Minimum width of landscaping islands (Required 10', proposed 9');

4. Land Use Ordinance §17:9-43 B (2) Required no more than 8 spaces in a row without an intervening landscape island, proposed 10 spaces without an intervening landscape island; and

5. Land Use Ordinance §17:9-42D- Required parking shall setback 5 feet from property line, proposed setback 2 feet from the property line.

Waivers: 1. Section 4.3 Parking Area Design Standards of the Plan - All parking shall be located in the rear or side yard of the property. The proposed parking is to be located in the front yard; and

2. Land Use Ordinance §17:11 -8-B9b of the Land Use Ordinance: Each unit above ground floor shall be provided with a private balcony area. Required 118 balconies, 93 balconies are proposed.

Applicant also seeks Preliminary and Final Site Plan Approval and the following "c" variances, deviations and/or waivers from the Plan and the City of Plainfield Land Use Ordinance for Lot 1: Variance:

1. Section 4.3 Parking Standards of the Plan- insufficient off-street parking, required 14, proposed 0. The existing building occupies the entire lot.
