PLAINFIELD, NJ — A Zoning Board of Adjustment hearing on October 7 will consider an Applicant's request for preliminary and final site plan approvals, as well as variance approvals and design waivers for 820-836 South Avenue, according to a legal notice. The former 'U Do It' car wash property is in the TODN-TSR Zone, or Train Side Residential Zone.

The Applicant proposes to build a three-story residential building with 12 two-bedroom units, with parking, landscaping, lighting and other improvements to the site. There is a variance required for residential units proposed on the first floor, a waiver for streetscape improvements, and more.

NOTICE OF VIRTUAL PUBLIC MEETING CITY OF PLAINFIELD ZONING BOARD OF ADJUSTMENT PLEASE TAKE NOTICE that on Wednesday, October 7, 2020 at 7:00 PM, and at such other dates and times as such hearing may be continued, the City of Plainfield Zoning Board of Adjustment (the "Board") will conduct a virtual public hearing to consider a request for Preliminary and Final Major Site Plan and Variance approvals and design waivers

(Section 17:9-18E: use variance required for proposed residential units on ground floor;

Section 17:9-18E: density 24 units/acre maximum, 31.2 units/acre proposed (d5 use variance);

Section 17:9-18.3E4: building height 42 ft. maximum, 44.17 ft. proposed;

Section 17:9-18.3E4: total lot coverage 80% maximum, 84.2% proposed;

Section 17:9-24C1: parking lot buffering 10 ft. minimum, 3 ft. provided;

Section 17:9-42E: parking prohibited in front/side yards, parking located within side yard setback;

Section 17:9-43B: parking lot landscaping 5% minimum, none provided;

Section 17:9-48A: dwelling unit floor area 1,000 sf. minimum, 909 sf. proposed for 6 units;

Section 17:9-49C: shade trees 4 required, 2 proposed;

Section 17:11-12F: average lighting level of parking lot 1.0 to 2.5 FC required, waiver requested;

Section 17:11-16A: refuse area buffering 10 ft. minimum on all sides, waiver requested;

Section 17:11-28: waiver requested from streetscape improvements) and such other variances, relief and/or waivers that may be required upon an analysis of the plans and testimony at the public hearing on the Application submitted by the Applicant/Owner, Applicant/Owner, 820 South Avenue Associates, LLC, for the property located at 820-836 South Avenue, Block 620, Lot 5 on the Tax Map of the City of Plainfield.

The Applicant is proposing to construct a three story residential building consisting of 12 two-bedroom units on the property with parking, landscaping, lighting and associated site improvements. The property is located in the TODN-TSR Zone.

At this time, in light of the Executive Orders signed by Governor Murphy related to the current COVID-19 pandemic, and in an effort to follow best practices recommended by the United States Center for Disease Control and prevent the further spread of COVID-19, the Board's meeting on October 7, 2020 will not be "in-person" but rather will be conducted by way of and through communications equipment, electronically, in compliance with the New Jersey Open Public Meetings Act, whereby formal action of the Board will take place.

Any person or persons affected by this Application will have an opportunity to present any objections to or offer comments on the proposed development. The Board does, however, have the right to exclude repetitious testimony.

It is requested that anyone who anticipates undertaking cross-examination, introducing evidence and/or making public comment on any application advise the Board Secretary by email or phone in advance of the virtual meeting date. Please supply your name, address and the telephone number at which you may be reached on the night of the meeting in the event that you do not have the ability to access the meeting remotely by computer.

The purpose of this notification is to ensure that any additional documents to be identified or referenced at the virtual meeting can be available for review by all participants and members of the public. Nothing in this paragraph shall limit or block the ability of any member of the public to make inquiries; or offer comment or opinion on any application based upon the testimony and exhibits proffered by an applicant at the virtual meeting.
