Police Confirm Fatal Pedestrian Accident in North Plainfield Closes Route 22 Near West End Avenue

NORTH PLAINFIELD, NJ – Traffic was diverted off both directions of Route 22 at West End Avenue as the result of what appears to be a fatal pedestrian accident Monday morning. Westbound traffic was backed up beyond Grove Street, and eastbound traffic was lined up past Rock Avenue into Green Brook until the scene was cleared a little after 8 a.m.

Police report that the pedestrian was struck at about 5:30 a.m., and was being tended to by passers by when police arrived at the scene.  The pedestrian, who has not been identified pending family notification, was taken to Robert Wood Johnson Hospital where he was leter pronouced dead.  The accident appears to have happened in the intersection of West End Avenue and State Route 22, but it is not clear if the pedestrian was crossing against the light or in the crosswalk.

Police have identified the deceased as 26 year old Encarnacion Perez-Ixcuna of Plainfield.

The driver of the vehicle, a 61 year old North Plainfield resident named Daniel Givins, has not been charged with any violations.  The police did not specifically identify what Mr. Givens was driving at the time, but at the site a white van from a Pennsylvania electrical contractor called Building Controls Elictrical was loaded on a tow truck to be removed.  The van had a significant dent in its driver’s side fender, hood and headlight.  The van was removed at about 7:45 a.m., and the driver was not visible on site at that time.

Additionally, as part of the investigation police marked two matching black sneakers that were on the road.  The shoes, both on the eastbound lane, were approximately 40 feet apart.  One rested next to the concrete median east of the intersection, and the other was in the middle of the cross.  The shoes appeared to belong to the pedestrian in the accident but it is not clear if they were lost due to the accident or by responders caring for the victim.

The State of New Jersey installed a pedestrian overpass decades ago because of the dangerous intersection, yet during the recent renovation of the intersection painted a crosswalk and installed timed Walk/Don’t Walk signs.  

North Plainfield police officers were able to quickly limit the detour to moving vehicles off the highway to the jughandles prior to the accident intersection and then allow them back on the other side.
