PLAINFIELD, NJ — The Plainfield Planning Board met Thursday, and unanimously approved the South Second Street Youth Center non-condemnation area in need of redevelopment investigation, presented by Steven Martini of the Nishuane Group. The City Council authorized the Planning Board to conduct the study, and approved the resolution on November 12, 2019.
According to Martini, site visits to investigate and evaluate, both internally and externally, Block 119, lots 1, 2 and 19.01 were conducted in March; property records were researched and investigated; and the determination of any Local Housing Redevelopment Law (LRHL) statutory criteria — see pages 4-5 in the attached presentation — were made.
Block 119, Lot 19.01 is located at 929-935 South Second Street and 201-215 Prescott Place. It is formerly the office site of the Mack Truck Center, followed by the South Second Street Youth Center that vacated the area in 2018.
Block 119, lots 1 and 2 consist of accessory areas to the youth center, including a playground, garden beds, and patio.
Martini said the properties in the study area meet several redevelopment criteria, and the recommendation is to designate the lots as a non-condemnation area in need of redevelopment.
Board members voted 9-0 in favor of the investigation. Chairman Ron Scott Bey said in anticipation of the plan's approval, a draft resolution to memorialize the action was prepared, and, thus, voted on, and it will be sent to the City Clerk.
